आमची महारा£ गृहिनमा्ण व ्े� िवकास �ािधकरण उ� उ�प् गटांतग्त, मालकी ह"क ह#तांतिरत (MHADA HIG, conveyance) सहकारी गृहिनमा्ण सं#थेची मोडकळीस आलेली इमारत आहे. चार वषा्ंपूवी् ७९(ए) अनुसार आ8ही पुनिव्कास �क9प :यव#थापन सागार (PMC). िनयु"त केला आहे, पण गेली चार वषे् आ8ही ३३(५) अिधसूचनेBया �ती्ेत होतो. िदनांक ३ जुलै २०१७ रोजी ३३(५) ची अिधसूचना (GR) आली, पण आमBया स‍ागारांBया मते शासनाने फुटकळ जमीन (titbit) िवतिरत करYयावर सZया #थिगती िदली आहे. आमBया स‍ागारांBया मते, सZयाचा इमारतीचा आकार (layout) इ[\जी ‘C’ अ्रा�माणे अस9यामुळे फुटकळ जिमनी (titbit) संदभा्त शासनाचे धोरण येईपय्ंत पुनिव्कास होऊ शकत नाही व ते (सागार) :यवहाय्ता अहवालही
(feasibility report) देऊ शकत नाहीत. आमचे �`न असे की, आमBया इमारतीचा पुनिव्कास करYयासाठी काही माग् आहेत का? ‘C’ आकारात ह#तांतिरत झालेली इमारत पुjहा ‘C’ आकारातच बांधणे बंधनकारक आहे का? कृपया माग्दश्न करावे, जेणेकून आ8ही पुनिव्कासाची �िwया लवकरात लवकर सुू कू शकू.

� आपण �हणता �या�माणे आपण चार वषा्ंपूवी् �क�प �यव�थापन सागार, �हणजे पीएमसी नेमला. पीएमसीचे नेमके काम �हणजे -या िदवशी �यांची नेमणूक केली जाते, �या िदवशीची स2ि�थती समजून व काय2ाचा अ5यास कून �यवहाय्ता, िफिजिबिलटी िरपोट् देणे. शासनाची धोरणे
सतत बदलत असतात. धोरणात बदल हो=याची वाट पाहणे हे पीएमसीचे काम न�हे. -या िदवशी नेमणूक होईल, �या िदवशी जे धोरण असेल, �या�माणे िरपोट् देणे हे �यांचे काम आहे. जसजसे धोरण
बदलेल, तसतसे नवे िफिजिबिलटी िरपोट् पीएमसीने 2ायला हवेत. आप�या�माणे अनेक सहकारी सं�थांनी पीएमसी नेमले व गे�या चार वषा्ंत जे�हा धोरणे बदलली ते�हा ते�हा न�या धोरणा�माणे िफिजिबिलटी िरपोट् िदले आहेत. आप�याबाबतीत असे िरपोट् िदले गेले नसतील, तर हे आय्कारकच न�हे, तर ध@कादायक आहे. चार वषे् कोण�या ना कोण�या कारणाने पीएमसी िरपोट् देत नसेल, तर अशा पीएमसीशी कसा आिण िकती �यवहार करावा यावर आप�या सहकारी सं�थेने िनण्य का घेतला नाही? सबब, पीएमसीने आपले कत्�य पार पाडले नसेल, तर ते गृहिनमा्ण सं�थेने पार पाडायला हवे. आप�याबाबत दोFही बाबी पार पाड�या गेले�या नाहीत.
आता िटटिबटचा िवषय. �हाडाGया -या वसाहती आहेत, �यातील -या इमारती आहेत, �या इमारतींना -या जिमनी िद�या
गे�या आहेत, �या जिमनी सोडJन -या उव्िरत जागा आहेत, �या छोMा भूखंडांना िटटिबट �हणतात. पूवी् इमारतींGया सहसा लगतच असलेले हे िटटिबट भूखंड लगतGया इमारतींना दे=याची पPत होती. मग न�या धोरणानुसार हे िटटिबट भूखंड सोसायMांना दे=याऐवजी �या पूण् ‘ले आऊट’मSये अितिर@त एफएसआय समजून वसाहतीतील सव् इमारतींना समान िहTशाने वाटJन दे=याचा िनण्य झाला. या पPतीला ‘�ो राटा’ �हणतात. एखा2ा वसाहतीचा ‘ले आऊट’ मंजूर झाला, की �या वसाहतीत िकती अितिर@त एफएसआय आहे याचा अंदाज येतो आिण �याचे वाटप कसे करायचे, याचाही अंदाज येतो. मुंबई महापािलकेने अनेक िठकाणी ‘ले आऊट’ मंजूर केलेला नाही, तरीही ‘�ो राटा एफएसआय’ िकती िमळेल याचा अंदाज पीएमसीला असतो. आप�या वसाहतीत िकती ‘�ो राटा’ एफएसआय िमळJ शकेल याचा अंदाज आप�या पीएमसीने िदला पािहजे. तो देत नसेल,तर आपण तो �याGयाकडJन Yयावा. अजूनपय्ंत ‘िटटिबट’ व ‘�ो राटा’चा
अंदाज �याने आप�याला िदला नाही, हे आय्कारक आहे. आतापय्ंत अशा वसाहतीतील �करणे आ�ही हाताळली आहेत, परZतु असे उदाहरण पािहले नाही.
आपण असेही �हटले आहे, की आपली इमारत इZ[जी ‘C’ आकाराची आहे. या संदभा्तही पीएमसीचा अिभ�ाय ऐकून आय् वाटले. जर इमारतीचा आकार हवा तसा नसेल, तर महापािलका आयु@तांकडJन काही सवलती आपणास िमळJ शकतील. जिमनीचा आकार, ्े_फळ याची मािहती िदली असती तर, सिव�तर चचा् करता आली असती. वा�तिवक पीएमसीशी आपली अशी चचा् होणे गरजेचे होते. आपण तशी ती करावी. आप�या इमारतीचा पुनिव्कास श@य आहे. मा_ आपणास िकती जागा िमळावी याबाबतीत सिव�तर मािहती पीएमसी देऊ शकेल. चार-चार वषे् जर ही मािहती िमळत नसेल, तर काय2ा�माणे जी कारवाई श@य आहे, ती आपण करावी. �या अनुषंगाने कायदेशीर सा घेऊन वाटचाल करावी.

कें{ात स्ाबदल झा�यापासून सात�याने खिनज तेलाचे दर आंतररा£ीय बाजारात खाली येत होते. �यामुळे सरकारGया ��येक सुधारणेला चांग�या �कारे �ितसाद िमळत अस�याचे िदसत होते. परZतु गे�या काही आठव}ांपासून तेलाचे दर वाढJ लाग�यामुळे आगामी काळात महागाईचा धोका मो�ा �माणावर िनमा्ण झाला आहे. याची झळ सव्सामाFयांना बसणार आहे.
आंतररा£ीय बाजारात इZधनांचे दर �ित बॅरल ५० डॉलरपय्ंत खाली घसरले होते. परZतु जूनपासून हे दर �ित बॅरल ६५ डॉलरपय्ंत चढले. इZधनांचे दर खाली आले असताना सरकारला िव्ीय तूट आटो@यात ठेवणे व अनुदाने कमी करणे श@य झाले होते. मा_ आता इZधनाचे दर ३३ ट@@यांनी वाढले अस�यामुळे महागाई एकूण सुमारे ०.३ ट@@यांनी वाढेल, असे भािकत िरझ�ह् बँकेने आप�या एका अहवालात नुकतेच वत्वले आहे. यामुळे आिथ्क िवकास ०.१५ ट@@यांनी कमी होईल, असेही सांग=यात येत आहे.
देशाला िडिजटायझेशनकडे नेऊ पाहणा�या तसेच जीएसटी लागू कून अ��य् करांचे सुसूि_करण करणा�या सरकारसाठी ही ि�थती घातक ठरणार आहे. महागाईचा नवा िनदे्शांक सोमवारी जाहीर होणार असून �यातून िच_ अिधक �प होणार आहे. कें{ सरकार स्ेत आले �यावषी् �हणजे मे २०१४मSये
iेFट �ूड तेल �ित बॅरल १०० डॉलर िकंमतीला उपल�ध होते. लगेचच जून २०१४पासून �या दरात सात�याने घट होत गेली. २०१६मSये हे खिनज तेल �ित बॅरल ३० डॉलर इतके खाली आले. मा_ आता हा दर वाढत अस�याने महागाईची टांगती तलवार भारतीयांवर यापुढेही राहणार आहे.
महागाईचा पु'हा धोका
■ क�या खिनज तेलाBया दरात वाढ झा9यामुळे गुुवारी (९ तारखेला) सरकारBया १०वषी्य बाँडवर ६.९३ ट""यांऐवजी सात ट"के उ�प् िमळाले.■ \ाहकोपयोगी व#तूंBया िकंमतींत ऑ"टोबरमZये वािष्क तुलनेत ३.४ ट"के वाढ. यापूवी् स�टेंबरमZये ही वाढ ३.२८ ट"के होती.■ एि�ल ते स�टेंबर याकाळात घाऊक िकंमत िनदे्शांक २.५० ट"के. मा� याच काळात देशाचे तेलाचे िबल सुमारे १७ ट""यांनी वाढले.

Note:1. Consequent to introduction of Goods and Services Tax (GST) with effect from July 1, 2017, Central
Excise [other than National Calamity Contingent Duty (NCCD) on cigarettes and chewing tobacco] andValue Added Tax (VAT) have been subsumed into GST. In accordance with Indian Accounting Standard -18 on Revenue and Schedule III of the Companies Act , 2013, levies like GST, GST Compensation Cessand VAT are not included in Gross Revenue from sale of products. Accordingly, Gross Revenue fromsale of products and Excise duty for the quart er and half year ended September 30, 2017 are notcomparable with the previous periods.
2. The above is an extract of the detailed format of Statement of Standalone Financial Results filed withthe Stock Exchanges under Regulation 33 of the SEBI (Listing Obligations and Disclosure Requirements)Regulations , 2015. 3. The Limited Review, as required under Regulation 33 of the SEBI (Listing Obligations and DisclosureRequirements) Regulations , 2015 , has been comp leted on the detailed financial results for the Quarterand Half Year ended September 30, 2017 and the Limited Review Report of the Auditors has been filedwith the Stock Exchanges. This Report does not have any impact on the 'Results and Notes ' for theQuarter and Half Year ended September 30, 2017 which needs to be explained.
