Lenouveauplandel’administrationaméricainenefaitpasl’unanimité

Le mois de mars s’est achevé avec la 9èmeconférence «Cœur de l’Asie» (processusd’Istanbul) qui s’est tenue à Dushanbe, auTajikistan, du 29 au 31. Cette rencontre— àlaquelleaparticipéleprésidentGhani—entreles représentants d'au moins 50 pays etorganisations internationales était axée sur larecherched'unconsensusrégionalautourdelapaix en Afghanistan. Le Tajikistan estparticulièrement concernépar l’ordredu jourde la délégation afghane "Consensus régionaldansleprocessusdepaixetdedéveloppement"car, si les activités croissantes des groupesterroristes ne sont pas empêchées enAfghanistan, les pays voisins seront bientôttémoinsdel'augmentationdesactivitésdecesgroupesterroristesdansleursvilles. Laréunions’esttenuedeuxsemainesavantlaprochaine «conférence de paix» en Turquie,prévue mi-avril, qui pourrait changerl'orientation des efforts en cours. Cetteconférenceàlaquellesontappelésàparticiperle gouvernement afghan et les talibans, faitpartiedelafeuillederoutetransmise,mi-mars,par Anthony Blinken, secrétaire d’Etataméricain. La rencontre devrait être suivied’une réunion internationale convoquée sousl’égide de l’ONU en présence des puissancesrusse, chinoise et américaine ainsi que desprincipaux voisins de l’Afghanistan, dont lePakistanetl’Iran.

La feuille de route des Américains prévoitl’établissementd’uncessez-le-feudurableetlaconstitutiond’ungouvernementde transition,quiexistera,écritAnthonyBlinken,«jusqu’àcequ'il transfère le pouvoir à un gouvernementpermanent après l'adoption d'une nouvelleconstitution et des élections nationales». Leprojet affirmequ'elleprotégera lesdroitsdesfemmesetdesenfants.

Dans son discours à Dushanbe, pour laconférence «Cœur de l’Asie», le présidentGhani a donné des détails sur le plan de songouvernement en vue de la conférence enTurquieetaréaffirmélanécessitédemenerleseffortsdepaixdanslecadredelaconstitutiondupays.

Il a notamment déclaré qu'un accord de paixconcluàl'issuedepourparlersaveclestalibansdevrait être approuvé par les représentantsafghans lors d'une Loya Jirga, la grandeassembléeàlaquelleparticipentgénéralementdes milliers de représentants de différentesrégionsdupays.

Ila insistésur l’importanced’uncessez-le-feuassortid'unevérificationetd'unesurveillanceinternationales et de l'énoncé de principesvisantàgarantir laneutralitéde l'Afghanistanauxniveauxinternationaletrégional.

M.Ghani a suggéréque le«gouvernementdeconsolidationdelapaix»,dontlemandatseraitlimité,soitforméparlesdirigeantsélusactuelsetqu’ilmèneàdesélectionsquigarantirontlacrédibilitéetlalégitimitédelatroisièmephaseduprocessus.«Monplusgrandhonneur,a-t-ilajouté, sera de transmettre l'autorité à monsuccesseurélu.»

OTAN/USA:divergencessurladatederetraitdestroupesaméricainesAmoinsd’unmoisde ladate fixéeàDohaenfévrier 2020 pour le retrait total des troupesaméricaines, l’incertitude règneencore sur saréalisation. La rencontre à Bruxelles dusecrétaire d’Etat américain Anthony Blinkenavec le secrétaire général de l’OTAN, JensStoltenberg, a révélé des divergencesd’appréciation. Les Américains ont la hautemainsurl’espaceaérien,lerenseignementetlalogistique, et leur départ laisserait les autressoldatsdel’OTAN,enparticulierlesAllemands,dansunepositiondangereuse.LaréponsedesAllemands ne s’est pas fait attendre: leBundestag, le parlement fédéral allemand, avoté,jeudi25mars,l’extensiondumandatdesforces allemandes sur le sol afghan jusqu’aumoisdejanvier2022.

France-AfghanistangrouptoSenate:At ministers’ question time, thepresident of the Senate France-Afghanistangroup,Mr.JacquesLeNay,expressed his concern about thesituation in the country. “Thewithdrawal of American troops,scheduled forMay 1st, raises fears of anew destabilization of Afghanistan.ThereisarealriskthattheTalibanwillreturn to power. Negociations areunderway between the United States,China,Russia,Pakistan,India,theAfghangovernment and the Taliban.Negotiations from which France andEuropeareexcluded.”HeaddedthatDr.Abdullah,toldthemandMr.Larcher,theSenate chairman, that he personallyfavorstheparticipationofEuropeansinthenegotiations.

Mr.ClémentBeaune,SecretaryofStatefor European Affairs, answered thatFrance calls for inter-Afghannegotiations to be as inclusive aspossible. “Yesterday, we called for theEuropeans, themain donors andmajortroop contributorson theground, tobemore involved in the inter-Afghandiscussions. Jean Arnault, as personalenvoy of theUN Secretary General,willcontributetotheexpansionofEuropeanparticipation.”

France-Afghanistan Club: “leavingthe country with respect for thepeople”The France-Afghanistan Club (whosepurposeisto"strengthenlinksbetweenpeople interested in Afghanistan inFranceandFranceinAfghanistan")hasreacted strongly to the letter sent byAnthonyBlinkentoPresidentGhani,inwhich he sets out the Americanroadmap. It considers that the Bidenadministration's approach, and inparticular the choice of Turkey for abilateralconference,isa"slapinthefacefor Europe, which still has, throughNATO,asignificantmilitarypresence inAfghanistan"and"forFrance,amemberof the United Nations Security Council,which has paid the price of blood inAfghanistan”. For the Club, it isnecessary to "put the Taliban in theirtrue place: that of a terrorist minority,heterogeneous and moreover divided,supportedbystatesthatmustbebroughttoreason.”Thestatementadded:"Ifitistotally legitimate, after twenty years ofmilitarypresence,fortheUnitedStatestofinallyleaveAfghanistan,itmustbedoneinaresponsiblemannerandwithrespectforthepeople”.

DiplomaticcontactsbetweenFranceandAfghanistan

Onehundredyearsofdiplomaticrelations,thatiswhat France and Afghanistan will celebrate nextyear,in2022.Onehundredyearsoffriendshipandmutual esteem, of France's commitment toAfghanistan.Jean-YvesLeDrian,MinisterofEuropeandForeignAffairs,didnotfailtomentionthisonFriday26Marchduringhistelephoneconversationwith his counterpart Mohammad Haneef Atmarand hismeeting in PariswithAbdullahAbdullah,President of the High Council for NationalReconciliationoftheRepublicofAfghanistan.Thesetalkstookplaceontheeveoftheunveilingceremony of a plaque honouring the memory ofCommander Ahmad ShahMassoud, organised ontheinitiativeoftheCityofParis(page2).MinisterLeDrianreaffirmedFrance'scommitmentto Afghanistan, its vigilance with regard to thepeaceprocessand itsattentiontothesituation inthecountry.Hediscussedwithhisinterlocutorsthemain aspects of the bilateral relationship andconfirmed France's desire to continue its activecooperation with Afghanistan, particularly in theareasofhealthandeducation.Emergencysupportof €2.25 million was provided in 2020 in thecontext of the Covid-19 pandemic. France alsowishes to continue its historic partnership withAfghanistan inthe fieldofculturebycontributingto the protection and enhancement of the richAfghanheritage.MrLeDriancondemnedinthestrongesttermsthecampaign of targeted attacks on Afghanistan andexpressedFrance's fullsolidaritywiththeAfghanpeople, who continue to pay a heavy price forterrorism.With an important meeting between the Afghangovernment and theTaliban due to take place inmid-April in Turkey, the Minister stressed thatAfghanistancouldonlyachievelastingpeaceifthecurrent peace talks were inclusive and if thedemocratic gains of the last twenty years,particularly human rights, were preserved. Hesupportedanearlyresumptionoftheinter-AfghantalksundertheaegisoftheUnitedNations.

SimoneVeilAward2021toHabibaSarabiOn 8 March, InternationalWomen’s Day, the Simone Veil Prize of theFrenchRepublicwasawardedtotheAfghanpoliticianMsHabibaSarabibytheMinisterforEuropeandForeignAffairs,Jean-YvesLeDrian.

Thisprize,presentedforthefirsttimein2019bytheFrenchPresident,isawardedtoapersonorgroupworkingtopromotetherightsandstatusofwomenand/orgenderequality.ItshowsFrance’scommitmentalongsidethosewhofurtherwomen’srightsaroundtheworld.

HabibaSarabi,whoseactivismonthegroundisuniversallyrecognized,isa major Afghan public figure. She was Minister ofWomen’s Affairs ofAfghanistan from 2002 to 2004. Sheworkedwith Nicole Ameline, herFrench counterpart at the time, on a project for emergency women’sshelters.ShealsoprovidedcrucialsupportforFranceinthecreationoftheIstalifWomen’sHouse.

In2005,HabibaSarabibecame the firstwoman inAfghanihistory togovern theprovinceofBamyan, implementing reforms toadvanceeducationandagreaterroleforwomeninsociety.

ShebecameDeputyChairoftheHighPeaceCouncilin2016andiscurrentlyamemberoftherepublicandelegationforthepeacenegotiationsbetweentheAfghanGovernmentandtheTalibanwhichbeganinDohain2020.

TheFrenchAmbassadortoAfghanistan,DavidMartinon,paidtributetothisgreatladybytweeting:“ThepresentationoftheSimoneVeilPrize2021toMsHabibaSarabiisawonderfulrecognitionofherlife-longfightforthehumanrightsofeveryAfghan—andeveryAfghanwoman”.

One hundred years of friendship and mutualesteem,ofFrance'scommitmenttoAfghanistan.Jean-YvesLeDrian,MinisterofEuropeandForeignAffairs,didnotfailtomentionthisonFriday26Marchduringhis telephone conversation with his counterpartMohammad Haneef Atmar and his meeting in Pariswith Dr Abdullah Abdullah, President of the HighCouncil forNationalReconciliationof theRepublicofAfghanistan.These talks took place on the eve of the unveilingceremony of a plaque honouring the memory ofCommanderAhmadShahMassoud,organisedon theinitiativeoftheCityofParis.MinisterLeDrianreaffirmedFrance'scommitmenttoAfghanistan, its vigilance with regard to the peaceprocessanditsattentiontothesituationinthecountry.Hediscussedwithhisinterlocutorsthemainaspectsofthe bilateral relationship and confirmed France'sdesire to continue its active cooperation withAfghanistan, particularly in the areas of health andeducation. CommanderMassoud'splaqueinauguratedinParis CommanderMassoudnowhasaplaqueonanalleyintheChampsElyséesgardens.The plaque was inaugurated on Saturday 27 March by the Mayor of Paris AnneHidalgo.TheceremonywasattendedbysomeofAfghanistan’smajorpoliticalleadersamong them Dr Abdullah Abdullah, the head of the High Council for NationalReconciliation,formerpresidentHamidKarzaiandMohammadAlamEZEDYAR,FirstVice-présidentoftheSenate,AmbassadorMohammadHomayoonAzizirepresentingtheAfghangovernment.

CommanderMassoudbuilthisreputationasamilitarygeniusfromthemountainsofhis native PANJSHIR. First against the Soviets, then against the Taliban. SPLENDEUR ET RICHESSES DE L’AFGHANISTAN

Nawroz,c’est«lenouveaujour».Lepremierjourduprintemps,lejourdel'équinoxe,le21mars.Plusde300millionsdepersonnesdans lemondecélèbrentNawroz comme ledébutde lanouvelleannée. Cette fêteexistedepuisplusde3000ans enAfghanistan,Iran,Asiecentrale,auMoyen-Orient,danslesBalkans,lebassindelaMerNoire,leCaucaseetd’autresrégionsencore.C’est la fête la plus ancienne de la culture afghane. Ce jour-là,famille,amis,seretrouventpourpartagerunrepasdefête,autourd’une table appelée«Mez-e-Nawrozi » (la table deNawroz), surlaquelle on pose entre autre le Sabza (pousses de blé) quisymboliselePrintemps,leSamanak(produitàpartirdegermesdepousses de blé frais), Kolcha-e-Nawrozi (biscuit spécial deNawroz),desœufsbouillisetcolorés,leHaft-Mewâ(appeléaussiparcertainsHaft-sin),desfruitssecsetparfoisdestulipes.Chacunreprésente quelque chose de positif pour l'année à venir,notammentlasanté,l'amour,labeautéetlapatience.Pendant une quinzaine de jours, solidarité et paix au sein de lacommunautésontcélébréessousdemultiplesformes:échangesdecadeaux,spectaclesdemusiqueetdedanse,rituelspublicsautourdel’eauetdufeu.PourNawroz,ons’habilledeneuf,onrendvisiteauxproches,auxvoisins,auxaînés.

Unedesprincipalestraditions,communeàtout lepays, est la préparation de deux plats : le HaftMewâ,composédeseptfruitssecsmacérésdansdel’eau et le Samanak, fait à partir de germes et defarinedeblé.Durant la nuit, les femmes cuisinent ce plat enchantantunechansonappeléeSamanakdarJushumaKafchazanem.Danstouteslesfamilles,onprépareaussileSabzi-tchalao (plat de riz blanc et d’épinards) quisymbolise le printemps, et on déguste Mahi(Poisson)etJelabi(confiserietraditionnelle).
