INSTRUMENT PME
Peu de changement concernant l’instrument PME, bottum up avec
des règles d’implantation identiques
13 topics en 2016-2017 au lieu de 19 en 2014-2015
Plus de financement : on passe d’un budget d’environ 253M€ en
2015 à environ 297,35 en 2016 avec 10% du total annuel réservé à la
phase 1, 87% à la phase 2 et 1% à la phase 3.
Taux de financement : 70%
Une exception : le volet Santé sur les biomarqueurs avec un taux de
financement de 100% et des projets avec des TRL <6

Remarques Générales
Des Nouveautés : démarrage de la Phase 3
Objectif : augmenter l’impact économique des financements de la phase 1 ou/et 2 et du coaching. Cette phase apporte un support spécifique aux PME bénéficiaires de l’instrument PME pendant et après la phase 1 et 2
Ce support sera accessible à partir d’un seul point d’entrée dédié qui servira de portail d’information et de réseautage.
Cette plateforme donnera accès à deux principaux services :
- accès au marché
- accès au financement
Cette phase 3 créera également des opportunités pour du partenariat, du networking et des formations qui seront mis en place dans des actions dédiées
Traitement préférentiel pour obtenir un financement après(instruments financiers de l’UE)
Actions support phase 3
Timing : lancement des appels 1er semestre 2016 via des marchés publics
Mise en place d’une plateforme intéractive d’accès à différents services
pour les bénéficiaires de l’instrument : 0,5M€
- possibilité d’intéractions avec des investisseurs potentiels, des grandes
entreprises, des acheteurs publics
- management des activités de coaching et de mentoring en fournissant
une interface avec EASME, EEN, les coaches , les mentors et les bénéficiaires
Proposition et développement d’activités de la communauté de l’instrument PME : 2,35M€
- Participation à des évènements de networking , à des activités et de mise en relations avec des investisseurs
- Faciliter les relations avec les grandes entreprises dans le cadre de l’initiative « les amis de l’instrument PME »

OBJECTIFS DES ACTIONS INNOSUP
Développer l'écosystème du soutien à l'innovation en faveur des PME en
Europe : Il s’agit essentiellement d’apporter un soutien aux organismes
intermédiaires pour améliorer l'écosystème de soutien à l'innovation pour les
PME Budget : 28,2M€ en 2016, 26M€ en 2017
Promouvoir la coopération entre les PME, y compris la coopération
transnationale, les grappes d'entreprises et les autres acteurs de
l'innovation en Europe.
Renforcer les compétences des PME dans la gestion de l'innovation,
améliorer leur accès au financement et leur mise en réseau et coopération
avec des parties externes.
Créer un environnement plus favorable à l'innovation des entreprises,
y compris par l'adoption de mesures centrées sur la demande et de
mesures conçues pour stimuler le transfert des connaissances
Encourager la prise en considération du caractère évolutif des
processus d'innovation, des nouvelles technologies, des marchés et des
modèles d'entreprise.

Builds on IPorta 1, with significant changes recommended by the

with European patent and trademark offices.

innovation management in SMEs
This activity will consist of the following elements:
• - Collection and analysis of information and data on the application of open
innovation in SMEs, taking into account different situations in Member
States and in specific market segments.
• - EU-wide diffusion of success stories of SMEs using open innovation.
• - Development of practical management tools to support and explain the
identified case studies.
• - Development and testing of open innovation indicators to support
management support tools within an SME.

CoachCom2020 - a coaching community enhancing impact of the H2020 SME Instrument
(H2020-635518) was selected to develop the Framework for the business coaching offered
to the beneficiaries of the H2020 SME instrument.
Start date: November 2014 ; Duration: 24 months
Budget: EUR 759,876.24
Consortium composition: 7 partners from 8 different EU Member-States;
coordinator is Innovayt (DK)
Deliverables so far:
• IT tool – case tracker platform (operational, strategic & resource management
process; users:EEN KAM, KAM co., coaches, EASME )

Objective Providing "Key account management" (KAM) to the beneficiaries of the
SME instrument & services enhancing innovation management
according CEN TS-16555 to SMEs with innovation activities

€2*10mio (2015-16) €18.7 committed to EU-28; rest reserve for non-
EU-28 and 'EFSI related cut)
Status
The new service is established in all but 4 EEN projects (3 in TR + FR
Reunion) poor quality. Some – especially German - EEN asking
significantly less than offered.
Due to delays in issuing contracts the EEN partners very not very
actively requesting training in spring 2015. In some countries (ES, UK)
high absorption by KAM.

2 - Adapting and maintaining the innovation management
assessment tool
Objective Supporting the service provision of the EEN by the provision of an assessment
tool and training to EEN-staff in all aspects of 'innovation management'
Budget €2.33 mio
State of play
An increasingly broad training offer is provided to EEN partners. No longer
restricted to those already using IMP³rove. EEN partners were slow to take up the
training offer prior to the signature of their H2020 contracts. Since start of grant
1/10/14 253 EEN staff trained (+6/14-9/14 112staff) – Peak baseline training.

Development in the IMP³rove academy: Knowledge partner to INSEAD / WIPO
"The Global Innovation Index 2015". Dr. Nicholas Davis, Head of Society and

economies
Objective Development and testing of a toolbox for the EU for later use in MS
support organisations & EEN. Lot1 – Self-assessment & training

training scheme for enterprises and business networks (=cheaper
schemes taking place in Europe)

Contract was signed on 22/09/2015 with a consortium led by
D'Appolonia and made of Politecnico di Milano and Adiper (all from

Objective Documentation and analyse of new 'business innovation'. Data
collection, workshops, documentation, production of media and training
material including for local intermediaries and the EEN.

4 tenders evaluated, 1 very good, 1 excellent, ongoing process. End of

6 - Internationalisation of open innovation in SMEs
Original objective: An international conference to launch a debate and
collect evidence on how European SMEs are involved in international
R&I.
Budget: EUR 350.000
Outcome of tender procedure (via FWC): no contract awarded for
conference action due to low quality of offers received
Alternative action (ongoing): development of two studies and
presentations on the internationalisation of innovation in SMEs: case
studies and best support practices, to be presented at a workshop in
the first semester of 2016 (more information to follow)

pour objectif de recruter des compétences ciblées :
Soit via une subvention permettant aux PME de recruter un chercheur
durant un an
Soit en accédant à Euraxess avec un accès à des profils qui ne sont pas
sur le marché du travail et être guidé dans son choix par des EEN .

Diagnostic et renforcement de la capacité du management de
l’innovation des entreprises assurés par les EEN auprès des
bénéficiaires de l’instrument PME : 7 à 10 jours - CSA - 9, 2M€
budget 2016 et 9,05 M€ budget 2017
Evaluation/ Impact du dispositif /outil sur la capacité du
management de l’innovation mis en oeuvre par les EEN : Marché
public 0,75M€ sur 2016
Formation des EEN et de leurs partenaires au management de
l’innovation et aux outils correspondants : Marché public (un
contrat)
0,7M€ en 2016
Evaluation des services des EEN sur le management de
l’innovation et de leur impact auprès des entreprises ainsi que de
la contribution d’IMProve dans ce process : 0,08M€ en 2017
AUTRES Etude pour accompagner le pilote INNOSUP-02 qui fournira des
aides à 90 PME qui ont du mal à recruter des compétences au niveau
national pour le développement de stratégies d’innovation ambitieuses :

Formation à l’innovation industrielle et au management du
business des PME dédié aux chercheurs associés aux pilotes (12
jours) Mise en place prévue entre octobre 2017 et juin 2018 : Public
procurement 0,4 M€ troisième trimestre 2016
Concours européen d’innovation sociale visant des individus , des
organisations, des PME : Public procurement - 0,7M€ premier
trimestre 2017 avec our objectif d’assister la Commission dans
l’organisation de cette manifestation.
Internationalisation de l’innovation des PME : mise en place d’un
forum européen de rencontres pour favoriser l’internationalisation des
activités des PME, rencontres B2B entre PME européennes et
investisseurs de pays tiers : Public procurement0,6M€ 1er trimestre
2016
CONTRATS D’EXPERTS
Assessing the Investment potentiall of SME’s emerging from H2020
activities : cette action réalisera avec l’assitance d’un groupe de
spécialistes en investissement , l’évaluation de l’investissement
potentiel des entreprises émergeant d’H2020. Ces experts devront
avoir une expertises des instruments financiers tels que venture capital
business angels, accélérateurs, incubateurs… et une connaissance de
H2020. Rémunération : 450€/jour O,4M€ en 2016 et 0,5 en 2017
Evaluation d’Eurostars : Impact du programme et audit de la
gouvernance - 4ème trimeste 2016 ; 0,12 M€
Evaluation finale du pilote FTI : 1er trimeste 2017 – 0,12 M€
Conférence de la Présidence sur l’Innovation dans les PME : CSA ;
0,3M€ en 2017
