    PoliticsChilean economy ministers assistant paid thousands a month.

    The ex-mayor announced hisretirement from politics in 2008and even renounced hismembership of the IndependentDemocratic Union (UDI), however,

    according to the Chilean newssource, a blog called YO NO VOTX L shows that he has beencontinuing to work as Longueirasassistant.

    The position, as advertisedpublicly on a government website,

    allows you to receive US$12,270(6 million CLP) a month workingfor Longueira on law projects andcoordination of parliamentarysupport. Cornejos contract,approved on Aug. 5, 2011, showsa yeary salary of US$61,354 (30million CLP).

    In addition to a monthly salary,the former-UDI politician receivespayment for expenses, whichincludes money for travel, food,and accommodation.

    The reason for Cornejos extendedemployment, he said, is that thegovernment did not have otherpeople to carry out the work andthat the situation is very muchaccidental and not usual,despite the fact that his 2011

    contract paid him an annual salaryof US$147,251 (72 million CLP).

    Cornejos past is hardly spotless.The former UDI member faced alawsuit for defrauding theTreasury in 2009. His wife, ClaudiaNogueira, a UDI deputy, was alsoinvolved.

    His wife was formally charged forthe misuse of government fundsof the sum of US$61,354 (30million CLP) and had to repay the

    figure to avoid the trial against herproceeding further.

    The court absolved Cornejo of allcharges. However, seriousirregularities were detected in thegovernments financial recordsand the incident was serious

    enough to persuade the politiciannot to run again for mayor.

    Recently Chiles senators havebeen criticized for awardingthemselves a US$4,100 monthlyincrease for expenses.

    In a Wednesday morning televisionappearance, Piera declared that100 percent of the additionalresources collected through thenew tax system would go towardeducation.

    This is a very profound change thatseeks to improve quality andequality in education, he said onBuenos Das a Todos.

    The president is scheduled to meetwith members of the conservativecoalition La Alianza, which is madeof members of the far-rightIndependent Democratic Union(UDI) and the center-right NationalRenewal (RN) parties, at 8 p.m.

    The tax reform discussion comes onthe heels of Education MinisterHarald Beyers new highereducation finance plan wasreleased on Monday.

    So far, critics say the plan does notaddress removing profit-making inhigher education, which has beenone of the biggest demands of thestudent movement.

    The president maintains that thenew finance plan will help 90percent of Chileans through thecreation of a new credit system.

    UDI Sen. Vctor Prez said that hehopes the tax reform will includemore resources for regionsnot

    just education.

    We have to advance in theprocess of regionalization withmore resources and moreopportunities, Prez told LaTercera.Therefore the tax reformis an option of having a mechanism

    that encourages investments in theprovinces.

    Senate President Camilo Escalona has called upon President Sebastin Piera to nationalize thecountrys water rights in order to recuperate its natural resources.

    Escalona, a member of the Socialist Party (PS), also said small farmers whose crops had depleteddue to the lack of water should be given more water rights to help sustain theirlivelihood, according to Radio Bio Bio.

    Senate President Camilo Escalona wants answers to the countrys misuse of water resources.

    Juan Pablo Orrego, president ofEcosistemas, an environmentalNGO in Chile, said changing

    water rights into state handswould be almost impossible.Instead, Orrego said he favorsgiving them to the municipalities.

    It would be difficult because youwould need to change the

    constitution, the water code, andon top of that taking the rightsfrom the big companies would bechallenging, Orrego told TheSantiago Times. Locals should bein control of the rights rather thanthe state, but how can we transfer

    them without a violent revolutionis difficult to say.

    Party for Democracy (PPD) DeputyCristina Girardi has been analyzingthe water property issue withother deputies on a specialcommission and said Chiles waterproblem was not going to go awaytoo easily.

    The water issue has caused a stirdue to the drought and scarcity ofthe resource, Girardi said on theChamber of Deputies website. Wemust face the problem as acountry.

    The issue has been simmering forquite some time. One problem has

    been water misuse, according tothe General Directorate of Water.In the Valparaso region,complaints of water misusetotalled 48 in 2010. In 2011, thosecomplaints shot up to 132.

    EnvironmentHigh levels of smog in Santiago incite driving restrictions

    At 10 a.m., Seremi, theHealth Ministry's office forthe Metropolitan Region,issued "bad" ratings at two

    of its monitoring stations:Quilicura and Cerro Navia.Quilicura registered 269 onthe Air Quality Index forParticles (ICAP) while CerroNavia registered 293.

    The measure involves thepermanent restriction ofvehicles that lack the greenseal (not environmentallyapproved). Cars withlicenses ending in 3, 4, 5and 6 are restricted from

    7:30 a.m. to 9 p.m. in theneighborhoods of SantiagoCentro, Puente Alto and SanBernardo.

    Authorities reminded thecitys population that it isprohibited to use any kindof heater that runs on woodor other organic material inany part of the metropolitan

    region.

    This measure will beginFriday at midnight and last24 hours.

    It is the first environmental

Theconcealed figures destroyedbus stops, shop windows andtraffic lights whileantagonizing the police byattacking them with brokenpieces of concrete and paint

    bombs.

    "The march itself is fine. It'sonly afterwards when theencapuchados come that it

    usually turns violent," protestparticipant Luis Miranda, 42,told The Santiago Times.

    The mayhem reached itsclimax when protestparticipants set a privateeducation institution and abank on fire near the UninLatinoamericana Metro stop onAlameda.

    survey.

    InternationalChilean lawyers and diplomats in Europe to observe Hague case

    Tuesday marked the beginning of a round of closing statements that will be given at the UNsInternational Court of Justice (ICJ) at the Hague in the Netherlands concerning a maritime dispute

    between Nicaragua and Colombia. Former Chilean Undersecretary

    of Foreign Affairs, Alberto vanKlaveren, attended to observethe proceedings and preparefor Chiles upcoming casebefore the ICJ, which concernsa maritime dispute with

    Peru. Van Klaveren will lead theChilean delegation in its firstoral argument this December.

    The two ICJ cases are similar inthat they both dispute the

    jurisdiction of previous treatiesthat were meant to settle

    maritime border disagreementsmany years ago.

    In the original Nicaragua-Colombia case, Nicaraguadisputed Colombiassovereignty over the SanAndrs Archipelago, claimingthat the 1928 Esguerra-Brcenas Treaty in which

    Nicaragua ceded the islands toColombia was invalid on thegrounds that Nicaragua wasoccupied by the U.S. during thatperiod. Though the ICJ foundthat the sovereignty of theislands was out of its

    jurisdiction, Nicaraguacontinued with its claim to thesurrounding waterways at TheHague.

    In the Peru-Chile case, Peruclaims that its maritimeboundary should run in a

    southwestern direction from itsland border, while Chile assertsthat Peru had previously agreedto divide the maritime territoryalong a latitudinal line inbilateral treaties signed in 1952and 1954 (see image). Peru,however, claims that thesetreaties established fishingrights, not maritime

    boundaries.

    Although the Peru-Chile case isdifferent, it will be interestingto see how the Court interpretsthe treaties, academic sourcestold Chilean daily El Mercurio.

    Peruvian Ambassador AllanWagner, who leads thePeruvian delegation, will alsobe attending the proceedingsthis week. The final closingstatements in the Nicaragua-Colombia case will be given on

    Friday.
