BEBC puis LEBC et maintenant BIBC

Et ce ne sont pas des coquilles! LEBC et BIBC sont de nouvelles chambres spécialement conçues pour détecter au SPS les interactions rares qui peuvent facilement échapper à BEBC, la grande chambre à bulles euro­péenne. Par opposition à leur monumentale aînée (3,7 mètres de diamètre et plusieurs tonnes de liquide) LEBC, sans doute l'abréviation de «Little European Bubble Chamber», n'a que 20 centimètres de diamètre et une contenance d'un litre d'hydrogène liquide tout juste, tandis que BIBC (traduisez «Berne Infinitesimal Bubble Chamber))) tiendrait presque dans la poche avec ses 6,5 centimètres de diamètre et son volume visible à peu près égal à un verre de liquide lourd. Ces deux nouveaux mini-détecteurs ont été conçus pour observer les parti­cules charmées qui se révèlent si instables qu'elles se désintègrent d'ordinaire trop rapidement pour que les grandes chambres aient une bonne chance de les déceler. En fait, la trace d'une telle particule peut se perdre parmi les ((grosses)) (un demi millimètre) bulles des grandes chambres. Dans les chambres en miniature, les bulles sont environ dix fois plus petites et mieux à même de détecter les traces courtes. Les deux petites chambres à bulles ont été construites en un temps record et annoncent peut être la mode nouvelle des détecteurs de particules sur mesure.

From BEBC to LEBC and now BIBC

No, LEBC and BJBC are not misprints. They are new bubble chambers for operation at the SPS, and are specially designed to spot rare interactions which can easily elude their big brother, the Big European Bubble Chamber, BEBC. Contrasting with the monumental BEBC, 3.7 metres in diameter and containing many tons of liquid, LEBC—possibly short for Little European Bubble Chamber—is just 20 centimetres in diameter and contains just one litre of liquid hydrogen, while BIBC—Berne Infinitesimal Bubble Chamber—is almost pocket size, 6.5 centimetres across and with a visible volume containing about a wine glass of heavy liquid. Both these new minidetectors have been designed to look for charmed particles, which appear to be so un­stable that they usually decay too quickly to give big bubble chambers a good chance of catching them. In fact the track of a charmed particle can be lost amongst the 'large' (half a millimetre) bubbles of large chambers. The bubbles in the minichambers are about ten times smaller, and stand a better chance of picking up short tracks. Both the small bubble chambers have been built in record time and could perhaps start a new fashion in custom-built particle detectors.

STELLA CEREMONY

On Thursday 6 March at 12.00 hours in the

Council Chamber a ceremony will be held to mark

the start-up of the STELLA Satellite Transmission

Project. Prof. L, Van Hove will give a opening

address, followed by speeches by Mr. F. Braun

(CEE Director General, Internal Market and Indus­

trial Affairs) and Mr. R. Gibson (Director General,

European Space Agency). The ceremony will be in

English and is open to CERN staff.

COMITE CONSULTATIF PERMANENT STANDING ADVISORY COMMITTEE

Le Comité s'est réuni le mardi 9 février et a examiné les documents du Comité des Finances concer­nant la mise en application des décisions du Conseil sur les recommandations du RESCO et des sujets connexes.

L'Association du Personnel a réitéré les reven­dications suivantes : le nouveau barème des traite­ments et les allocations de famille relevées de­vraient être appliqués à partir du 1 e r janvier 1980; l'indemnité de non-résidence devrait être maintenue sans changement; les sujets sur lesquel les négo­ciations se poursuivent devraient être maintenus dans un ensemble et, par conséquent, le relèvement des pensions devrait être décidé dfici fin juin.

Selon le point de vue de la Direction, il ne serait pas réaliste de retarder la mise en applica­tion des éléments positifs issus des négociations en attendant les discussions sur les points restant à résoudre. La Direction n'en insistera pas moins pour obtenir une mise en application prochaine de ces points ainsi qu'une conclusion rapide des études toujours en cours.

L'Association du Personnel prépare, pour faire connaître sa position, une note qui sera envoyée aux Délégués du Comité des Finances par l'intermédiaire des Directeurs généraux.

Le résultat du référendum sur le changement de 44 à 40 heures a été en grande partie positif, la grande majorité déclarant vouloir accepter les con­ditions proposées. Les Chefs de Division étudient actuellement la situation là où des membres du per­sonnel n'ont pas accepté la proposition et, une fois la situation définitive connue, des propositions seront préparées en vue de résoudre tous les pro­blèmes éventuels causés par les cas de membres du personnel ne désirant pas adopter l'horaire de 40 heures. Cette question sera rediscutée lors de la prochaine réunion du Comité consultatif per­manent.

Le Comité a discuté les lignes de conduite concernant l'utilisation de l'Amphithéâtre par des groupes de l'extérieur, en vue de rédiger une ins­truction.

Le Président de l'Association du Personnel a exposé l'état d'avancement des travaux pour la révision des Statuts de l'Association du Personnel. Un rapport préliminaire sur les groupes électoraux proposés a déjà été publié dans le Bulletin hebdo­madaire et on espère soumettre les conclusions du groupe d'étude au Conseil de l'Association du Per­sonnel et à l'Assemblée générale en mars.

L'Association du Personnel a exprimé le désir que ses représentants puissent bénéficier d'un en­seignement accéléré des langues qui s'avère néces­saire pour assurer correctement leur mandat. Une demande a également été présentée pour améliorer l'équipement des amphithéâtres (y compris celui du SPS) afin de permettre notamment la réception de la traduction simultanée et la participation directe au vote.

Le Président a signalé la publication dans le Bulletin hebdomadaire No 9/80, de la procédure de l'Examen du Personnel et des Postes, qui indique un nombre accru de promotions pour 1980.

The above committee met on Tuesday 19 February, and discussed the Finance Committee papers on the implementation of the Council decision on RESCO recommendations and associated subjects.

The Staff Association reiterated the demand that the new salary scales and increased family allowances should be implemented with effect from 1 January 1980; that the non-resident allowance should remain unchanged; that subjects still under negotiation should be considerered as remaining part of the package deal and hence the subject of an increase in pensions should be decided by end June.

The management point of view is that it is not realistic to delay the implementation of the positive factors of the negotiations pending dis­cussions on the other points so far unresolved. Nevertheless, the management will press for the early implementation of the remaining items, and the rapid conclusion of the studies still under way.

The Staff Association is making its views known in a paper which will be forwarded to the Finance Committee Delegates by the Directors-General.

The referendum on the change from 44 to 40 hours had been largely positive, the great majority being in favour of accepting the terms proposed. Division Leaders were now investigat­ing the position where staff had not accepted the proposal, and, once the final proposition was known, proposals would be made to resolve any problems caused by the staff not wishing to change to 40 hours. This question will be rediscussed at the next meeting of the Standing Advisory Committee.

Guidelines covering the use of the auditorium by external bodies were discussed in order to draw up a reference leaflet.

The President of the Staff Association report­ed on the progress being made in revising the Rules and Regulations of the Staff Association. A preli­minary report on the electoral groups proposed has already been published in the Weekly Bulletin, and it is hoped to submit the results of the study group to the Staff Association Council and to the General Assembly in March.

The Staff Association expressed the wish that representatives could benefit from accelerated language training as this was felt necessary to carry out their mandate correctly. A request was also made to improve the amphitheatre equipment (including the SPS) in order to introduce, princi­pally, a system which would permit the use of simultaneous translation and of direct voting.

The Chairman referred to the publication of the Staff Review Procedure in Weekly Bulletin No. 9/80, which gave the increased promotion num­bers for 1980.

The next meeting will be held on March 25, 1980.

Abstract : In this talk I will summarize the track finding experience in the track chambers of the Tasso detector at PETRA. I will also describe a new tree-like algorithm used in the Tasso pattern recognition program. This algorithm appears to be faster and less biased in complicated jet events than more standard methods.

Abstract: A gas sampling electron shower detector using PWCs and Pb-plates is being developed for a pp colliding detector at Fermilab. Energy and posi­tion resolutions for energies between 10 GeV and 46 GeV will be discussed. Some results from a self current limiting wire chamber using In-Sn oxide resistive cathodes3 a bi-dimensional drift chamber using printed circuit ribbon delay lines and a special transition radiation detector will be pre­sented.

Abstract: "MEDICYC" is an example of one of the many possible medical accelerators in the field of cancer therapy. The main objective of the project is to develop a reliable cyclotron for neutron pro­duction. High energy neutrons will be produced by a 50 MeV proton beam on a beryllium target. The

second aim is to produce most of the usual short­lived radionuclides used in nuclear applications to medicine. Its importance to the hospital (Nice Hospital Centre) is thus clearly seen. The concep­tual design and the choice of the main parameters of the cyclotron will be discussed on the basis of the first clinical results in the field of radio­therapy.

THEORETICAL SEMINAR at 14.00 hours - TH Conference Room (Bldg. 4) "Good nu's from the early Universe" by Gary Steigman / Bartol Research Foundation of the Franklin Institute, Newark, Delaware, USA)

Abstract: The early Universe provides a stage on which the aroma of particle physics is enacted. The high temperatures and densities achieved during the early evolution of the hot big bang model af­ford the possibility of studying particle physics3

albeit indirectly3 at very high energies. The "cosmological accelerator" will have produced par­ticles too heavy or3 too weakly interacting to have been seen at current accelerators. These "relics" from an earlier epoch will survive to influence the subsequent evolution of the Universe. In this talk I will concentrate on a specific application of this approach to particle physics via cosmology: neutrino physics. The production and survival of cosmological neutrinos will be described and the physics underlying the constraints on neutrino masses and lifetimes (e.g.: the dynamics of the expanding Universe) and on the number of neutrino flavours (primordial nucleosynthesis) will be out­lined. The best estimate of particle physics para­meters and cosmological parameters will be presented.

Abstract: To meet the needs of a multi-computer\, international research organisation such as CERN3

we have implemented a program editor (APE) which is machine and syntax-portable. Machine portabi­lity is achieved by the use of (strictly) standard PASCAL for the implementation3 and the limitation of host system interfaces to fixed-block, direct-access sequential file processing calls. Syntax portability is achieved by a formatter which ac­cepts j as input3 an extended BNF syntax including semantic definitions and generates the parser and the calls to the semantics-checking and command-implementing procedures3 the source of which is provided by a separate file. The merging of the two files constitutes the code of the editor. The first implementation reflects the syntax of the popular WILBUR editor.

ENCORE PLUS DE BARRIERES AU CERN?

L'extrémité Ouest du site CERN, où aboutit le faisceau neutrino, est caractérisée par la présence de quantités importantes de liquides et de gaz in­flammables, voire explosifs : BEBC avec son aire de stockage où se trouvent de l'hydrogène liquide, du deuterium liquide et des mélanges néon-hydrogène liquide, le dewar/cible de l'expérience WA1 rempli d'hydrogène liquide, et une multitude de détecteurs électroniques où circulent des gaz inflammables comme 1'isobutane, le propane, etc.

La sécurité autour de ces installations dépend bien entendu d'une construction fiable et d'une exploitation assurée par des équipes compétentes depuis plusieurs salles de contrôle. Jusqu'à pré­sent la fréquence d'incidents graves est extrême­ment faible, mais il est possible que l'on se trouve un jour devant une situation critique.

Plusieurs moyens ont été mis sur pied avec un double but :

- Avertir toutes les personnes se trouvant dans la Zone en cas de danger, en assurer une évacuation coordonnées et, bien entendu, empêcher d'autres d'y pénétrer;

- Garder les routes d'accès libres pour les pom­piers et les autres secours.

On distingue deux niveaux d'actions :

- Un incident peut créer une situation de danger local sur une installation sans besoin d'évacuer la Zone. Il faut avertir alors les autres salles de contrôle pour empêcher des manoeuvres qui ris­quent d'aggraver le danger. Exemple : empêcher un transport de gaz inflammable sur les routes en cas d'une fuite importante d'hydrogène dans la zone de stockage BEBC.

Un système d'interphones indépendants des autres du CERN permet de mettre en communication toutes les salles de contrôle de la Zone pour un échange facile et simultané d'informations.

WHAT, MORE BARRIERS AT CERN?

The western extremity of the CERN site, where the neutrino beam lines end, is characterized by the presence of large quantities of inflammable gases and liquids, which under certain conditions could become explosive. For example, the BEBC storage area contains stocks of liquid hydrogen, liquid deuterium, and mixtures of liquid neon and liquid hydrogen. The target dewar of the WA1 ex­periment also contains liquid hydrogen, and there are a multitude of electronic detectors in which circulate inflammable gases such as isobutane and propane, etc.

The security around these installations depends upon sound design and construction and on operation by competent teams located in several different con­trol rooms. Up until now the frequency of serious incidents has been very small, but it is possible that one day we may find ourselves in a critical situation necessitating immediate security proce­dures. Several courses have been adopted:

- To warn all persons located in the area in the case of danger, to assure their coordinated evacu­ation as necessary, and naturally to prevent other persons from entering the danger area.

- To keep the access roads free for the fire brigade and other security services.

Two lines of action are foreseen:

- An incident may create a dangerous situation local­ly at a particular installation not necessitating the evacuation of the area. One must nevertheless warn the other control rooms of the danger in order to avoid any operation which may aggravate the situation. For example, prevent the transport of an inflammable gas near the BEBC installation in the case of a serious hydrogen leak occuring in the BEBC storage area.

A system of "interphones" independent of any other CERN communication system allows easy and simul­taneous exchange of verbal information between all the control rooms in the area.

Un dispositif d'alarme catastrophe permet de donner l'alerte d'évacuer tous les bâtiments de la Zone; l'interphone indépendant sert à l'échange de consignes sup­plémentaires, etc., entre les salles de contrôle et tous les points de rassemblement; des signaux lumineux interdisent l'accès à la Zone, et des barrières bloquent automatiquement les parkings pour garder les routes libres d'accès pour les pompiers.

Des consignes détaillées sont affichées dans tous les bâtiments de la Zone; elles font partie du plan de sécurité de la Division EF et complètent les systèmes de sécurité individuels à chaque ins­tallation. Les dispositifs décrits plus haut seront opérationnels à partir du 3 mars 1980.

- A major accident may occur which entails the evacuation of the area. A special alarm system (disaster alarm) permits one to sound an evacua­tion alert in all the buildings of the area. The independent "interphones" serve for the exchange of supplementary information between the control rooms and all the personnel assembly points. Illuminated signals forbid access to the area, and barriers automatically block the car parks in order to keep the access routes clear for the fire brigade, etc.

Detailed instructions are posted in all the buildings of the area, they form part of the Safety Plan of the EF Division and complete the individual safety procedures at each installation. The system described above will become operational as from 3rd March 1980.

COMITE EXECUTIF

Suite à la décision du Conseil du Per­sonnel du 19 février 1 9 8 0 , le Bureau de l'Association a rencontré le mercredi 27 février 1 9 8 0 à 8 h 3 0 les Présidents du Conseil et du Comité des Finances pour leur faire part de la position de l'Association concernant l'application des décisions RESCO.

D'autres points importants tels que les permis de séjour et de travail pour les enfants majeurs des fonctionnaires, la politique de recrutement et les con­trats d'entreprises de prestation de ser­vices ont été abordés et feront l'objet de discussions ultérieures dans un pro­che avenir.

EXECUTIVE COmiTTEE

Following the decision of the Staff Coun­cil of 19 February 1980, the Officers of the Association met the Chairmen of Coun­cil and Finance Committee on Wednesday 27 February, and conveyed to them the Association position regarding the imple­mentation of the RESCO decisions.

Other important points also raised inclu­ded : work and residence permits for staff members' children having reached majority, recruitment policy, and indus­trial support contracts. These points will be the object of further discussions in the near future.
