The Trusts/landowners who we have had discussions and/or worked with staff to identify their needs for Papakaainga/Maaori Land Development are listed below.

There has been several meetings at times with some of the groups to date but they are noted as an individual projects. Their project movement is slow because of the

numerous barriers they have to overcome with the Maaori Land Court (Governance), District Council (Land/Building Rules), Owner Agreement (From Shareholders) and

Finance (Grant funding & the ability to lend on the building only. Land is not a collateral). Some discussions are information sharing to let Iwi, Marae and owners know

what is happening within the District Planning process and to seek what needs they require so that can be addressed by the review process and then ensuring that

enabling provisions are provided for in the notified version of the Proposed District Plan . A collaborative group of agencies was also formed to assist Maaori Land

Planning - Waikato Agencies Papakaainga Forum. Working with these groups has enabled us to look at their overall needs and aspirations for their wellbeing and Maaori

land development and work collaboratively with our partner agencies.

Iwi Reference Group -Representatives from Iwi/hapuu and marae have been attending the ‘Iwi Reference Group’ meetings that have been held at least quarterly for the

past 2 years by the Policy team. They have been reviewing the District Plan topics from the Waikato and the Franklin Sections of the plan to make one district wide

Waikato Plan. It was expected that the information was reported back to their Marae or environmental committees. A draft of the District plan will be available for

public feedback in late October. A list of kaitiaki from mana whenua /Hapu/Marae who are known to Council and who participate in Council engagement were mailed

to attend if they were able. Not all attended regularly because of work commitments A list of those who attended at different times were:

He has learnt that he now has

terminal cancer. The whanau

has been asked to draw up

plans for the renovation and

then a discussion will be had

with the WAPF particularly

TPK.

This meeting was a followup to

a meeting the Clients had

wiyth BTW Company which

under the current rules it weas

accessed under the residential

and commercial activities.

Report highlights many

obstacles. Council is in favour

of the Herangi Plan for their

papakaainga however the rules

for MFL will only be in the

proposed plan 2018. MLC

have approved change of land

title. The project needs to be

assessed as a whole but will

take place in stages. under the

current rules?? Car parking

was raised and needs to be

planned to fit future needs

and perhaps to be consdidered

with the adjacent kindy

requirements.

are going to first see what they

need and what they would like

and then see if it was doable

followed. A review should be

done to look at the process

done better for others to

follow. There are issues in

boundaries and what can be

done. Suggested to look at

title certificate for boundary

measurements also Sally had a

survey report down as part of

her planning. This should help.

Their issues are between their

Trust and the Marae Trust.

The Council would not be

involved.

District Plan. I wanted to see if

there was a problem if we

deleted the name of the zone

and to just used Maaori

freehold land in any zone, The

initial thought was to continue

to use Paa zone for all Marae

in the district including ex

Waikato Franklin section too.

The same activities applies to

any MFL in any zone you can

have papakaainga, any Marae

etc The activities on Maaori

land is by application to the

MLC. The new rule ML means

its permitted if approved by

the MLC process. There is no

need to have a Paa zone.

Although he agreed he still like

ML to have the name Paa.
