UK Company Overview

•British Nuclear Fuels Limited (BNFL) operates 15 sites across the UK, plus regional offices and HQ.

•Sellafield reprocessing site - West Cumbria, Dungeness Power Station – Kent, Wylfa Power Station - Wales

•Employ in the region of 20,000 people across the UK

•Regulated by the Nuclear Installations Inspectorate (NII) – HSE and Office For Civil Nuclear Security (OCNS) - DTI

•Policing is provided by the Civil Nuclear Constabulary (CNC), who are employed by a statutory Police Authority (CNPA)

Identification Management

•Convergence of people data systems.

•HR systems, Security Vetting systems, Pass production systems and Automatic Access Control systems.

•Pre – 2000 there were 52 stand-alone people databases.

•End of 2006 there will be 1 company database.

•Pre-2000 there were multiple pass types, pass systems and AACS.

•2005 there is 1 pass system and 1 pass type.

•Pre 2000 there were multiple supply chain contracts

•2005 there are 3 supply chain contracts

Identification Management

•Company HR and Vetting system across the UK.

•Retain the existing AACS at each site. Retained the system architecture. Fit for purpose.

•Company Pass System, which interfaces with the HR system and each of the AACS sites.

•Focused on the primary element – PASS

•Technology that is flexible, could be used across all sites, and satisfy enhanced security requirements and new regulatory requirements.

RFID – Identification Management

•RFID Passive proximity technology, HID Corporation – iCLASS.

•PSDB evaluate the level of security as HIGH – difficult to duplicate, encryption provided.

•Could be read by all the AACS, no interface issues.

•Proximity card used for routine access requirements.

•Enhanced security, in conjunction with a PIN.

•Other technologies can be incorporated onto the card, IR barcode, supporting periods of transition.

RFID – Identification Management

•Enhanced security to ‘Sensitive Areas’

•Card contains a Smart Chip, which is programmable and can incorporate Biometric data. Used in conjunction with pass and PIN. Verification and Authentification.

•Enhanced safety

•Smart Chip to integrate Dosimetry and Security rights.

•A site roll call is dependant upon first knowing who is on site.

•RFID is suitable for automatically accounting for people, whilst travelling in a vehicle at slow speeds, such as site entry.
