Stop the Violence Project
Improving Service Delivery for Women and Girls with Disabilities
Communiqu from Third meeting of the Project Steering Group
6 September 2013
Ms Elizabeth Broderick, Sex Discrimination Commissioner of the Australian Human Rights
Commission and Chair of the Project Steering Group (PSG), welcomed the members to its third
meeting of the Stop the Violence Project(STVP), and noted that this was the final formal meeting
for the PSG prior to the STVP National Symposium to be held on 25 October 2013.
Ms Annie Parkinson, Women with Disabilities Australia (WWDA) provided information on the
United Nations (UN) review of Australia under the Convention on the Rights of Persons with
Disabilities (CRPD) that took place from 3-4 September 2013. Carolyn Frohmader from WWDA
and Therese Sands from People with Disability Australia (PWDA) are representatives on the NGO
delegation, which represented the views of people with disability, including women and girls with
disability to UN. Ms Parkinson highlighted that information on the STVP was provided to the UN
CRPD Committee by the Australian Government, and was presented as laying the groundwork for
improved service delivery.
Ms Parkinson stated that the views put to the UN by the NGO delegation emphasised thechallenge of resourcing and sustaining the outcomes of the STVP to ensure implementation,
coordination and monitoring of the key reforms it has identified, and to further develop initiatives
that address the myriad forms of violence that women and girls with disability experience.
There was also discussion of how the STVP could best be integrated into the National Plan. The
potential for collaborative relationships between the STVP and both the National Centre of
Excellence, and the National Foundation to Prevent Violence Against Women and their Children
was also discussed.
Preparation and planning for the upcoming STVP National Symposium was a major part of the PSG
discussions. It will bring together representatives from a broad range of policy and service sectors
to assist in identifying measures for cross-sector service system reform to better meet the needs
of women and girls with disabilities who experience or are at risk of experiencing violence.
Dr Leanne Dowse provided an overview of the Background Paper and the Discussion Paper that
would be provided to National Symposium participants. Dr Karen Soldatic outlined the program
and how the Discussion Paper will frame the working groups for the National Symposium. Both Dr
Dowse and Dr Soldatic emphasised the participatory nature of the National Symposium and the
need to engage the high-level stakeholders and decision-makers who will make up the
participants.

The PSG discussed the critical role they will play in chairing the working groups, and the need to
ensure that discussion focused on the key areas of reform and sustainable measures to address
violence against women and girls with disabilities.
Commenting on the National Symposium Ms Broderick noted that, The measures identified will
form a significant part of the National Symposium Outcome Report, which will be provided for
consideration in the preparation of future implementation plans prepared for the National Plan,and the implementation plans prepared for the National Disability Strategy. It is a substantial
opportunity to progress reform to address violence against women and girls with disabilities.
The National Symposium is an invitation only event being held on 25 October 2013 at the
Australian Human Rights Commission.
About the STVP Project
The STVP is funded by the Safety Taskforce of the Department of Families, Housing, Community
Services and Indigenous Affairs (FaHCSIA) under its First Action Plan 2010-2013, Building a StrongFoundation of the National Plan to Reduce Violence against Women and their Children 2010-2022
(the National Plan).
