Abd al Salam al Mismari a reçu une balle en plein cœur tirée par un individu
depuis un véhicule stationné devant la mosquée Abu Ghoula, dans le quartier de
Birka de Benghazi. Il est décédé avant d’arriver à l’hôpital.
Abd al Salam al Mismari a participé à la création de la Coalition du 17 février,
mouvement qui a coordonné les différentes forces d’opposition à Benghazi lors du
soulèvement qui a entraîné la chute du gouvernement du colonel Kadhafi. Lorsque
Benghazi a été libéré, il a été choisi pour réciter la déclaration de la révolution. Au
cours des derniers mois, il avait critiqué ouvertement les Frères musulmans et
participé activement à l’organisation de manifestations pacifiques contre les
attaques de milices visant des institutions publiques, recueillant des informations
sur les violations dont elles se rendaient coupables à l’encontre de manifestants et
demandant l’instauration de l’état de droit.
Sous le régime de Kadhafi, Abd al Salam al Mismari avait joué un rôle important
après le massacre de plus de 1 200 détenus de la prison d’Abou Salim, en 1996,
soutenant les demandes de vérité et de justice des familles des victimes.
Cela semble être le premier homicide ciblé d’un militant pour des raisons
politiques, elle créerait un précédent dangereux, susceptible d’avoir un effet
dévastateur sur l’action vitale menée par la société civile libyenne, y compris par
les défenseurs des droits humains.
Deux jours après le meurtre d’Abd al Salam al Mismari, deux attentats à l’explosif
coordonnés ont eu lieu dans le nord de Benghazi, infligeant de lourds dégâts à un
tribunal, aux locaux du ministère public et aux bureaux du ministère de la Justice
installés dans la ville. Perpétrés dimanche 28 juillet, dans la soirée, ces attentats
ont fait 43 blessés d’après le ministère de la Santé. Quelques jours auparavant, le
23 juillet, une explosion s’était produite devant l’enceinte d’un tribunal de Syrte,
entraînant la destruction partielle du bâtiment. D’après des organisations
libyennes de défense des droits humains, au moins 50 anciens membres ou
membres actuels des forces de sécurité, dont la plupart avaient travaillé dans les
différents services de sécurité qui existaient sous le régime de Kadhafi, ont été
visés par des engins explosifs depuis août 2011.

Abd al-Salam al-Mismari was shot in the heart by a gunman in a car outside Abu
Ghoula mosque in Benghazi’s Birka area. He died before he reached hospital.
Abd al-Salam al-Mismari was a founder of the 17 February Coalition, which
coordinated opposition forces groups in Benghazi during the uprising that led to
the toppling of al-Gaddafi’s government. When Benghazi was liberated, he was
chosen to recite the declaration of the revolution. In recent months, he was vocal
in his criticism of the Muslim Brotherhood and played an active role in organising
peaceful demonstrations against militia attacks directed at state institutions,
documenting violations perpetrated by militias against protesters and calling for
the establishment of the rule of law.
Under al-Gaddafi’s rule, Abd al-Salam al-Mismari had played an important role in
supporting the demands for truth and justice of the families of the more than 1,200
victims of the mass killing in Abu Salim Prison in 1996.
That appears to be the first politically motivated targeted killing of an activist
could set a dangerous precedent and have a devastating effect on the vital work of
Libyan civil society, including human rights defenders.
Two days after Abd al-Salam al-Mismari was killed, two co-ordinated bomb
attacks caused extensive damage to a court building in Benghazi’s northern
district, the office of the Public Prosecutor and the Benghazi branch of the
Ministry of Justice. The bombings took place in the evening of Sunday 28 July
and led to the injury of 43 individuals according to the Ministry of Health. These
attacks followed an explosion outside a court complex in Sirte on 23 July, which
led to the partial destruction of the building. According to Libyan human rights
organisations, at least 50 former and current security officers, most of whom had
served in one of the various security agencies that operated during al-Gaddafi’s
rule, have been either shot dead or targeted with explosive devices since August
2011 by unknown perpetrators.
