Editor's Message As many of you will have noticed from the last issue, there has been an editorial change at Canadian Public
Policy/Analyse de Politiques. In July of this year Charles Beach concluded a seven-year term as Editor of
CPP/AdeP. I think that all readers of the journal will agree that Charles did an amazing job. Those of you who have corresponded with Charles in connection with the journal, be it good news or bad news, have no doubt marveled at the detailed nature of his comments. As one who worked with Charles as an Associate Editor for three years, I can tell you that he agonized over every decision - he had what he called "one and two scotch letters" - and always provided timely and helpful feedback to all authors. Editing an interdisci-
plinary public policy journal is challenging, and I would like to take this opportunity on behalf of the policy community in Canada to thank Charles for a job well done.
Other changes have occurred on the editorial side of the journal. Finishing off their terms as Associate Editors are Ake Blomqvist and Pat Armstrong. Also, after several years of service, Robert Swidinsky and Victor Ujimoto have stepped down as Book Review Editors. I would like to thank all of these individuals for their contribution to the journal. Joining the editorial team are Ron Kneebone and Graham Lowe as Associ- ate Editors and Herb Emery as Book Review Editor. Steve Ambler and Denis Saint-Martin will be continu-
ing on as Associate Editors.
I would also like to take this opportunity to highlight a couple of changes to the journal's submission
policy. Commencing on 1 January 2003 at least one author on all papers submitted to CPP/AdeP must have an up-to-date subscription to the journal. In addition, all submissions must be accompanied by a CDN$35 (US$25) submission fee. To become a subscriber to the Journal, individuals must contact the University of Toronto Press directly (see information on the inside front cover of the journal). Note that subscription fees should not be sent to the University of Calgary editorial office. The submission fee, on the other hand, should be sent to the University of Calgary editorial office (payable to Canadian Public Policy), either
accompanying the manuscript upon submission, or under separate cover for papers submitted electroni-
cally. The intention is to use the submission fee to finance complimentary subscriptions to the journal for referees who provide timely reports.
On a more mundane note, please note that while electronic submissions will be accepted in either p.d.f. or MS Word format, the final version of all accepted manuscripts must be submitted in MS Word format for
copyediting purposes along with a hard copy which the author has seen. Please refer to the inside back cover and the Information for Contributors page for details.
Finally, I would like to draw your attention to the location of the journal's improved Web site, at http:// economics.ca/cpp/. You can now search through all volumes of CPP/AdeP. Abstracts and online articles are available in p.d.f. format with a one-year lag from the most recent issue, commencing with volume 16 (1990).

Comme beaucoup d'entre vous l'auront remarqu6 dans le dernier numero, un changement 6ditorial a eu lieu dans le periodique Canadian Public Policy/Analyse de Politiques. En juillet dernier, le mandat de sept ans de Charles Beach, Directeur de CPP/AdeP, est arriv6 " son terme. Je pense que tous les lecteurs du periodique seront d'accord pour dire que Charles Beach a fait un travail absolument remarquable. Ceux d'entre vous
qui ont correspondu avec Charles, a propos du periodique, qu'ils aient requ de bonnes ou de mauvaises nouvelles, ont sans aucun doute 6t6 frappes par la minutie de ses commentaires. Etant de ceux qui ont travaillk avec Charles, en qualit6 de Directeur adjoint, je puis vous assurer que chaque prise de d6cision le mettait au supplice - il parlait de lettres <<a un whisky et a deux whiskies>> - et qu'il fournissait toujours aux auteurs des commentaires ponctuels et utiles. La direction d'un periodique interdisciplinaire de politiques publiques est une tache ardue et j'aimerais saisir cette occasion pour remercier Charles, au nom de toute la communaut6 d'6tudes de politiques, pour un travail bien fait.
D'autres changements ont eu lieu dans l'6quipe de redaction du periodique. Ake Blomqvist et Pat
Armstrong sont arrives a la fin de leurs mandats de Directeurs adjoints. Robert Swidinsky et Victor Ujimoto ont termin6 leurs fonctions de Responsables des comptes rendus de livres. Je les remercie tous de leur contribution au periodique. Font maintenant partie de 1' quipe de redaction Ron Kneebone et Graham Lowe, en qualit6 de Directeurs adjoints et Herb Emery en qualit6 de Responsable des comptes rendus. Steve Ambler et Denis Saint-Martin continuent d'assumer les fonctions de Directeurs adjoints.
Je saisis aussi cette occasion pour signaler quelques changements apportes a la politique du pdriodique, concernant la soumission d'articles. A dater du 1"e janvier 2003, pour tous les articles soumis a CPP/AdeP, au moins un auteur doit avoir un abonnement en cours au periodique. En outre, toute soumission doit &tre
accompagnee d'un paiement de 35$Can.(25$US). Pour s'abonner au periodique, les particuliers doivent s'adresser directement aux Presses de l'Universit6 de Toronto (renseignements au verso de la premiere page de couverture du periodique). Veuillez noter que le paiement des abonnements ne doit pas &tre envoy6 au bureau du p6riodique de l'Universit6 de Calgary. Par contre, les frais de soumission doivent etre envoyes au bureau du periodique de l'Universit6 de Calgary (payables a Canadian Public Policy), soit en
mrme temps que le manuscrit soumis, soit sous pli sdpar6 pour les articles soumis par courrier electronique. Cela, afin que les frais de soumission puissent &tre utilises pour offrir un abonnement gratuit aux 6valuateurs qui fournissent ponctuellement leurs rapports.
Plus prosafquement, veuillez noter que, alors que les soumissions par voie dlectronique seront accept6es en format p.d.f. ou en format MS Word, la version finale de tous les manuscrits retenus doit &tre fournie en format MS Word aux fins de correction, accompagnee d'une copie sur papier qui aura 6t6 vue par l'auteur. Pour plus de details, voir le recto de la derniere page de couverture et la page Note aux Auteurs.
Finalement, je voudrais attirer votre attention sur le site internet amiliord du p~riodique : http://economics.ca/cpp/. Vous pouvez ddsormais consulter tous les volumes de CPP/AdeP. Les r~sum~s et les articles en ligne sont disponibles en format p.d.f., avec un d~calage d'un an par rapport au numdro le plus rdcent, a compter du volume 16 (1990).
