Deux enjeux de court terme (2)
1. Adopter formellement la version du programme de travail 2014-2015 qui a été publiée: normalement, pas de nouvelle discussion, mais bien s’assurer que l’aventissement suivant est maintenu “This Work Programme covers 2014 and 2015. Due to the launching phase of Horizon 2020, parts of the Work Programme that relate to 2015 (topics, dates, budget) are provided at this stage on an indicative basis only. Such Work Programme parts will be decided during 2014.” et, si nécessaire, redire en comité que la Commission est tenue d’organiser une discussion et un vote sur les parties 2015 du WP >>> Réunion du comité stratégique le 5 FEVRIER et réunion des autres comités à suivre
2. Adoption du règlement intérieur des deux comités (à suivre)
3. réviser les parties 2015 du programme de travail 2014-2015, conformément à l’avertissement ci-avant. Conseils: s’assurer auprès de la Commission que la discussion+vote sur les appels 2015 aura lieu et consulter les GTN au plus vite pour demander la suppression/ajout/modification d’appels, en lien avec d’autres délégations. >>> ADOPTION FINALE A L’AUTOMNE 2014

Calendrier: Proposition de la Commission de deuxième programme stratégique en décembre 2014 pour élaboration du programme de travail 2016-2017 en 2015. NB: renouvellement du collège des commissaires à prendre en compte…
Identifier les priorités françaises, notamment sur la base d’une analyse des lacunes du WP 2014-2015
Monter des groupes de réflexion avec quelques délégations “amies” au sein du comité, pour faire émerger des priorités communes, et ainsi influencer la Commission à plusieurs Etats membres

Accès ouvert aux publications scientifiques
Open access obligatoire pour les publications scientifiques
en matière d’accès ouvert aux publications scientifiques, la tendance est à la publication en accès ouvert des « données sous-jacentes » qui ont permis de valider les résultats de la recherche au travers de la publication scientifique. La Commission =invite= à la mise à disposition de ces données en accès ouvert, mais ne l’impose pas:
« Moreover, the beneficiary must aim to deposit at the same time the research data needed to validate the results
presented in the deposited scientific publications, ideally into a data repository. […] This data is needed to validate the results
presented in the deposited scientific publication and is therefore seen as a crucial part of the publication and an
important ingredient enabling scientific best practice. Beneficiaries are also invited to grant open access to this
data, but there is no obligation to do so”. (Guidelines on Open Access to Scientific Publications and Research Data in Horizon

Possibilité d’opt out des projets
Les projets concernés doivent présenter un Plan de gestion des données (DMP) précisant quelles données le projet doit générer, si et comment elles seront exploitées ou rendues publiques pour vérification/réutilisation et comment elles seront conservées.

Synergies avec les fonds structurels (1)
La Commission doit préparer des orientations sur la synergies entre les fonds d’ici le 30 juin 2014, conformément à l’article 13 du règlement (UE) No 1303/2013 du PE et du Conseil du 17 décembre 2013 portant dispositions communes relatives au Fonds européen de développement régional (…).
Article 13
Orientations à l'intention des bénéficiaires
1. La Commission prépare des orientations sur la façon d'accéder effectivement aux Fonds ESI et de les utiliser et sur la façon d'exploiter les complémentarités avec les autres
instruments des politiques pertinentes de l'Union.
2. Les orientations sont rédigées pour le 30 juin 2014 et fournissent, pour chaque objectif thématique, un aperçu des instruments disponibles au niveau européen, avec des
sources d'information détaillées, des exemples de bonnes pratiques permettant de combiner les instruments de financement disponibles au sein d'un même domaine
thématique ou entre plusieurs domaines, une description des autorités et des organismes impliqués dans la gestion de chaque instrument, et une liste de points à
vérifier destinée à aider les bénéficiaires potentiels à identifier les sources de financement les plus adaptées.
3. Ces orientations sont publiées sur le site Internet des directions générales concernées de la Commission. La Commission et les autorités de gestion, agissant de concert avec les
règles spécifiques des Fonds, et en coopération avec le Comité des régions, assurent la diffusion des orientations aux bénéficiaires potentiels.

Coûts de formation des chercheurs sur l’égalité hommes-femmes éligibles, sous conditions, et peuvent être introduits dans tous les types d’action d’Horizon 2020
“Eligible costs for all types of action are in accordance with the Financial Regulation and the Rules for Participation. In addition, as training researchers on gender issues serves the policy objectives of Horizon 2020 and is necessary for the implementation of R&I actions, applicants may include in their proposal such activity and the following corresponding estimated costs that may be eligible for EU funding:
i. Costs of delivering the training (personnel costs if the trainers are employees of the beneficiary or subcontracting if the training is outsourced);
ii. Accessory direct costs such as travel and subsistence costs, if the training is delivered outside the beneficiary's premises;
