Then, in March 2007, the city formulated the Nagoya City Landscape Plan based on the Landscapes Act established in 2004. The Landscape Plan is defined as a sub-plan under the Nagoya City Urban Design Master Plan established in March 1987. Under this plan, Nagoya City designated the entire city area as a landscape plan district, while designating particular areas as the urban design formation areas to promote the building of favorable landscapes. In addition, the city also designates items including policies related to favorable urban design criteria for construction activities, etc. related to large-scale buildings and architectural structures within urban design formation areas, and outdoor advertisements, and policies for designating structures of landscape importance and trees for maintaining landscapes. Urban Landscape Improvement (Urban design formation area, etc.) The City of Nagoya has designated areas as urban design improvement areas where superior landscapes need to be intensively created and preserved based on the Ordinance for Urban Design with the aim of improving and taking initiatives in urban landscapes. In response to the establishment of the Landscapes Act, the city gradually shifted urban design improvement areas to the urban design formation areas specified in the Landscape Plan and will designare new areas as urban deisign formation areas. For urban design formation areas, the city has made progress towards favorable urban designs through construction activities, etc. meant to satisfy landscape formation standards through a system requiring prior application. Since large-scale construction activities heavily affect the peripheral landscape, prior application similar to those for urban design formation areas is required for the entire city area. With the aim of improving urban design, Nagoya City has designated structures of landscape importance,etc. and established the landscape advisor scheme and various subsidy programs based on the Ordinance, while making efforts in urban design through educational activities like the Urban Design Selection. Controlling Outdoor Advertisements Outdoor advertisement here is defined as “objects displayed continuously in outdoor locations for a certain period” regardless of whether these objects are designed to generate profits. To display advertisements in Nagoya City, as a rule, it is necessary to obtain the mayor’s permission. The permitted period (three years or less) is determined in accordance with the type. Illegal outdoor advertisements are detected by implementing patrols by city staff or contractors to eliminate them with a simplified procedure. ■名古屋市景観計画本市では、昭和59 年3月に「名古屋市都市景観条例」

・ Strategy for Historical City PlanningThe City of Nagoya promotes city planning that effectively uses historical assets with the aim of building a city where people are familiar with their history.As a basic policy of historical city planning, the city formulated the "Strategy for historical city planning" in 2011. With the plan, the city aims to achieve “Nagoya: a city that people want to talk about”. For specific project planning, Nagoya will formulate a plan to improve historical and scenical area maintenance based on historical city planning.

・ Project to Preserve Historical StreetsThe City of Nagoya designated four districts where historic areas need to be perserved: Arimatsu, Shirakabe, Chikara, Shumoku, Shikemichi, and Nakaotai. Through the preservation plan, the city established criteria for the external appearance of buildings to provide consultation, offer guidance, and subsidize rehabilitation or landscaping.

・ Promotion of Cultural Path and Restoration and Public Exhibition of the Yokiso

To pass down the history of the modernization of Nagoya, the city has designated a Cultural Path (trail between Nagoya Castle and Tokugawaen) to host events and publicly open precious modern buildings such as the Cultural Path Futaba Museum.At Yokiso, located in the Shiroyama-Kakuozan area, the north garden is temporarily opened to the public, while restoration is gradually taking place in the buildings and gardens. Choshokaku, a historical guest palace in the south garden is scheduled to be opened to public in the summer of 2013.

・ The Preservation and Utilization of Historical Architectural Structures that People Feel Familiar with

To preserve and seek effective use of historical architectural structures that people feel familiar with, the City of Nagoya registers buildings older than fifty years as registered local architectural assets or certifies them as certified local architectural assets. In this way, city authorities provides consultation services related to the preservation and effective use of buildings. Through collaboration with the Landscape Management Organization, Nagoya promotes technical support schemes that foster professionals called "Nagoya Rekimachibito". These professionals are dispatched to provide people with professional consultations.

■歴史まちづくり戦略本市では、身近に街の歴史が感じられるまちづくりを

めざして、歴史的資産を活用したまちづくりを推進しています。

この歴史分野におけるまちづくりの基本方針として「歴史まちづくり戦略」を平成23 年に策定し、人・まち・歴史をつなぎ、「語りたくなるまち名古屋」の実現をめざすこととしました。

さらに、具体的な事業計画として、歴史まちづくり法に基づく歴史的風致維持向上計画を策定していきます。

■歴史的町並み保存事業歴史的町並みを保存するために、有松、白壁・主税・

橦木、四間道、中小田井の4 地区を指定し、保存計画を定め、建物の外観に関する基準を設け、地区内の建造物の修理・修景等の相談・指導・助成をしています。

■文化のみちの推進と揚輝荘の整備・公開名古屋の近代化の歩みを伝えるため、名古屋城から

徳川園までを「文化のみち」とし、イベントの実施や、文化のみち二葉館などの貴重な近代建築物の公開を行っています。

また、城山・覚王山地区にある揚輝荘では、北園の暫定公開を行うとともに、建物と庭園の修復整備を段階的に進めており、平成25 年夏には、南園の聴松閣が開館予定です。

■身近な歴史的建造物の保存活用身近な歴史的建造物の保存活用を図るため、名古屋

市は所有者等の同意を得て築50 年以上の建造物を「登録地域建造物資産」として登録又は「認定地域建造物資産」として認定し、建造物の保存や活用についての相談に応じています。

また、景観整備機構と連携し、専門家である「なごや歴まちびと」を養成し、相談者へ派遣を行う技術的支援制度を推進しています。
