Sheriff Lonnie Greco announces that Commander Eric Becnel has completed a course of instruction that has certified him as a Master Public Information Officer.

The intensive 4-day training class was hosted by the Ascension Parish Sheriff’s Office on April 24-28 and taught by Chris Ryan, who is an internationally recognized expert in police, fire and public safety media relations.

The Louisiana Department of Wildlife and Fisheries will offer new commercial fishing licenses and renewals from its Lake Charles office location from Tuesday May 10th to Thursday May 12th, 2016.“We will continue to make our licenses more accessible to our commercial fishermen,” said LDWF Secretary Charlie Melancon. “It is our hope that we can make the jobs of our commercial fishermen a bit more convenient by offering commercial licenses throughout our coastal parishes.” Most commercial fishing licenses will be available for purchase from 8:00 a.m. to 3:30 p.m. each day. The Lake Charles office is located at 1213 North Lakeshore Drive, and their contact number is 337-491-2575. Fishermen are reminded that personal checks, cashier’s checks, money orders and cash will be accepted at the Lake Charles office. No credit cards will be taken. To avoid processing delays, those purchasing licenses are asked to bring their license renewal notices with them.

First-time applicants can apply by mail or in-person. Renewals can be completed online atwww.wlf.la.gov. LDWF Commercial Fishing Licenses Available in Lake Charles From May 10th to 12th

There was a long spell without fishing. I had to make an emergency trip to Connecticut. I chose to drive so I would not be dedicated to a return time if things did not fare well. All that behind and I came home to 2 days of yard work and honey do items. There was an event at Venice Marina I wanted to attend. On the way down I stopped at Joshua’s Marina. A friend of mine Mark was dropping off his wife and children. They wanted off the water. He only had 6 trout and wanted some more so I joined him on his boat. There was hardly a breeze and the water was glean. The tide had already started dropping and was rushing out very fast. We were greeted by a slow but steady bite. My first fish was a good one. This would set the tone for our adventure.

Nice way to get on the board. Today we would have a problem because several of the fish were big enough to be able to rip the hooks out and get free. My drags are kind of tight as I fish a lot of bull Redfish. Twice fish got off the hook right at the net. One I was able to get the net under but the other got away. As our morning went we released about half of our fish before we could get them in the boat. About noon as the tide shifted the sun was getting to Fuzzy so we headed in. He had a bout with skin cancer and although I had plenty of sunscreen on board which he used he was still cooking. We came in with 10 solid fish to show for our efforts. Good short Mothers day trip.

It seems the trout bite is better than it had been in several years. We bounced from place to place picking up a few at each spot. It was a good afternoon on the water. I never made it to Venice. We ended up with 34 trout for our efforts.

I got up on mothers day and the wife was just going to hang at home. Not I. As I was pulling out the boat Fuzzy drives in with the Sunday paper for my wife. We talk a bit and I convince him to take a boat ride with me. It was not going to be an all day affair. I was planning on being back around noon. The water was stirred up a bit today. We were still on an incoming tide but nearing high tide. The first place did not feel right so after a few casts we moved on. There was a reef I wanted to try. As I got near there was another boat getting a few so I stopped on the outside of the reef. Both sides have produced well but this time it was not happening. The other boat was not setting the world on fire either. I headed east looking for a place that I wanted to mark but with all the high water I was unable to find it. Back to the west to an oyster reef that you can get stuck on when the tide drops. It was here that we got our first trout of the day. This one was in the 16 to 17 inch range.

On Thursday April 28, 2016, Audubon Nature Institute and the Loui-siana Department of Wildlife and Fisheries in coordination with NO-AA’s National Marine Fisheries Service and Chicago Zoological So-ciety’s Sarasota Dolphin Research Program released a juvenile male dolphin into Barataria Bay. The dolphin is the first to be rescued, rehabilitated and released back into the wild off Louisiana’s coast.“This is a truly notable event,” explained Mandy Tumlin, the Loui-siana State Stranding Coordinator for marine mammals and sea turtles. “Dolphins can be deemed non-releasable for a variety of reasons, such as a medical condition that may hinder their ability to survive.”On October 26, 2015, biologists from LDWF responded to a report by a private citizen of a live, stranded dolphin on Grand Isle Beach. Based on initial evaluations, the 6.5-foot-long juvenile dolphin was responsive. High water and rough seas associated with Hurricane Patricia likely contributed to the cause of the stranding.“It’s unknown how long the animal was on the beach before he was discovered, but that period of time was a definite strain on him,” said Tumlin. “Dolphins are accustomed to buoyancy when in the wa-ter, so there is significant strain on their muscles when the animal is stranded and take on their entire body weight.”“We had a short window to diagnose whether the animal could be released or brought back to Freeport-McMoRan Audubon Spe-cies Survival Center (FMASSC) in New Orleans for treatment,” said Audubon’s Stranding and Rescue Coordinator Gabriella Vazquez. “He was lethargic and had short, shallow breaths. We attempted a soft release in the surf, but he showed no initiative to swim back into the Gulf.”The dolphin was transported to FMASSC and made positive progress in the following months of evaluation and treatment. Named “Oc-tavius’’ in an affectionate nod to the Audubon veterinarian caring for him, the dolphin responded well to treatment and was able to swim on his own.In order to determine if the dolphin was a candidate for release, spe-cific milestones needed to be met. First, he was required to pass be-havioral clearance. Vazquez explained: “Octavius showed no signs of abnormal swimming, breathing or diving behavior. Importantly, he had not become desensitized to humans – which is crucial because human interaction with dolphins in the wild can be a problem.”Tumlin further explained, “Animals can often become dependent on humans for food and other resources following time in rehabilitative care. Dolphins are very intelligent animals. Over time, they can learn to associate humans and boats as a source for food, which is why it is illegal to feed them in the wild.”Next, the dolphin passed an “auditory evoked potential test” ad-ministered by Dr. Dorian S. Houser, Ph.D., Director of Conservation and Biological Research for the National Marine Mammal Founda-tion, and showed no signs of hearing impairment.Finally, Octavius passed medical clearance, including blood work and veterinary examinations, showing no indication of congenital defects or medical issues that would hinder his ability to survive in the wild.Because Octavius was only 190cm in length at stranding, he could be as young as 1 year or as old as 7 years (best age estimate is ~3 years). Because there is the possibility that he could be a dependent calf (if he were 1-2 years old), he is being considered a “condition-ally releasable” animal. Both LDWF and Audubon are responsible for stringent post monitoring protocols outlined by NOAA/NMFS. Staff will be required to monitor this animal in the wild over the next six weeks.“Audubon and LDWF have been working tirelessly to care for Oc-tavius,” said Vazquez. “While there is still more critical work to be done with post-release monitoring, we have given this animal the best chance for a successful return to the wild.”Dr. Randy Wells, Director of the Chicago Zoological Society’s Sara-sota Dolphin Research Program affixed a tag to the dorsal fin of the dolphin allowing staff to monitor him in real-time. “The tag allows for satellite tracking as well as radio tracking. Since he could be a younger animal, this type of monitoring is necessary to ensure he is thriving back in the wild,” said Tumlin.LDWF Secretary Charlie Melancon added, “While this animal is not completely out of the woods, this is a remarkable story demonstrat-ing the success of our strong partnership with Audubon Nature In-stitute, working together to preserve this species for future genera-tions. We are happy to be able to return this animal to the wild in its natural environment today.”LDWF leads the response for sea turtles and marine mammal strand-ings, and Audubon Nature Institute works closely with the depart-ment as a response partner to collect data about existing popula-tions of animals along Louisiana’s coast and waterways and to as-sist and support researchers in the conservation of marine species.

“This is one of the latest in a series of successful stranding network rescues across the country,” said Audubon Nature Institute Presi-dent and CEO Ron Forman.The Association of Zoos and Aquariums facilities make up roughly 25 percent of non-governmental response partners. Louisiana Spring Shrimp Season Dates Set

The opening dates of the 2016 Louisiana spring shrimp season were announced at today’s Louisiana Wildlife and Fisheries Commission. The Commission set the spring shrimp season dates based on information provided by Louisiana Department of Wildlife and Fisheries biologists and on public comments.The opening dates for the 2016 Louisiana spring shrimp season are as follows: All state inshore waters at 6 a.m. on Monday, May 23The portion of state outside waters from the Atchafalaya River Ship Channel to the western shore of Freshwater Bayou to open at 6 a.m. on Monday, May 23LDWF biologists have monitored hydrological parameters and conducted over 500 trawl samples throughout the state’s estuarine and nearshore waters over the last five weeks to develop management recommendations for spring inshore opening dates. The department provided projections of the dates when a minimum of 50 percent of the inshore brown shrimp population sampled reach sizes of 100 count per pound or larger.

The Commission granted authority to the Secretary of the Department of Wildlife and Fisheries to close the season when biological and technical data indicate significant numbers of small, white shrimp have recruited into inshore waters or if law enforcement problems develop. The Secretary is further granted the authority to open any area or reopen any previously closed area, and to open and close special shrimp seasons in any portion of state waters. With this issue of Northshore Plus! and Plaquemines & Westbank Plus!, we celebrate our 25th anniversary. On May 19, 1991, two incredible things occurred in Slidell, Louisiana: the FBI came into Northshore Regional Medical Center and arrested the top four managers of the hospital and the fi rst issue of Bargains Plus! hit the streets. Since my wife worked at NRMC, her story was much more exciting than mine….at the time. This was a era of no smart cell phones, no tablets, no Nooks, no Facebook, Twitter, Instagram, Snapchat, Linked In or carefree selfi es. Social media was in the society pages of the local DAILY newspaper, which decided to go cheap rogue with three day a week home delivery

while the Advocate from Baton Rouge decided to put on their big boy pants and give the New Orleans metro market a real daily, not a watered-down version of one dictated by a silver-spoon-in-his-mouth group media owner. But I digress. It’s been 25 years of watching the way we communicate change drastically - especially folks under 40, who apparently will die a horrible death if they are separated from their electronic devices for more than 30 minutes. Google 25 years ago was the last name of a comic strip character from the Depression (Barney Google) and in fact there was not even Barney the purple dinosaur 25 years ago. ( I wonder…does Barney Google?)

We ran close to 600 classifi eds each issue back then and people saved up big time to afford a color ad, which we did not offer our fi rst couple of years in business. To create our paper, we had to pay over $100 for a megabyte of RAM memory and were limited in most cases to a computer that could only accommodate 8 megs of RAM. Delivering the paper to the printer was done physically and to create color, we had to cut out the color portion with a plastic material called ruby lithe or amber lithe and carefully place in over the pages to be photographed and then plated in a two to three hour process. To deliver a print fi le by computer originally cost $1,000 and the utilization of a T-1 phone line, which to my recollection cost nearly as much as a new compact car back then.

It hasn’t been all silver during these past 25 years, but it has been damn close. The creation of faster and more complex computers and the maturing of the Internet made our job as publishers a heck of a lot easier. Deadlines became shorter and less stressful, proofi ng an ad or a story became instantaneous and technological mistakes became almost a thing of the past.

Think of the times we have endured and experienced during our 25 years: the Millennium and the Y2K controversy, the 2000 “hanging chad” Presidential election, 9-11, LSU’s fi rst football national championship since 1958, all six LSU National Championship baseball titles, Katrina and Rita, the Saints winning the Super Bowl, the OJ. Simpson Chase and Trial, LSU’s third national football championship, the career of Shaquille O’Neal, Isaac, the BP spill, the country’s fi rst black president, the Clintons, Rush Limbaugh, Chinese drywall, the return of the NBA to New Orleans, two major stock market crashes and runaway political correctness.

That’s the silver. The gold is in the rings of my wife and I. For nearly 50 years, Hilda Mae has been putting up with my procrastination, my wanderlust, my short fuse and my lack of understanding. For this, she needles me. And for the most part, it is deserved needling, because I am merely a man and she has put up with my cr_p for half a century. But she really loves me. And me her. So we needle each other. And these needles sew our relationship closer and sow the seeds for a continued wonderful life together (and another chance for me to write puns in my column). So there! On May 28th, we will renew our vows and have a group of friends, family and associates gather around a food bus and have what should be an unforgettable time. It’s on a Saturday and we married on a Saturday. At Prompt Succor Catholic Church in Chalmette. I always like to say I was the promptest sucker that day by making it on time to my own wedding (you would have had to have been there six hours earlier in the streets of the parish to know what I mean). Anyhoo…I love you, Hilda Mae and I hope to remain at your side as we needle our way into our 51st year and many, many more later this month.

New LA Super Plants for Spring 2016

Most of us are familiar with LSU AgCenter Super Plants program, a promotional program advertising tried and true plants that perform well in all of Louisiana’s climates. Several different flowers, shrubs, or trees are promoted each year because of their exceptional endurance and display of beauty within the state. Two annual flowers were promoted for the Spring of 2016.The first of which is an award winning cultivar of Salvia farinacea, ‘Evolution’ Salvia. These wonderful Salvias perform best in an all-day

sun location. For optimal performance, they should be planted about 12-18 inches apart. They are considered a medium sized plant that will reach a height of 18 inches, which would work exceptionally for a 2nd tier planting in a layered

garden bed. Maintenance is a breeze due to the absence of insect and disease pests and the fact that dead heading is not necessary for season long blooming from late spring through fall. The second LA Super Plant promoted this spring is the ‘Señorita Raspberry’ Angelonia. Angelonias are well known for their exceptional performance in Louisiana and this cultivar is of no exception. Very similar in appearance to their Super Plant cousins, the Serena Series, ‘Señorita Raspberry’ provides us with a beautiful shade of purple. These plants will reach heights between 12 and 24 inches tall and should be planted on 12 inch centers. Angelonias are termed summer snapdragons because of the shape of their flowers which are similar in appearance to their cool season doppelgängers. Look to see what your garden center has available, if not, then ask for them to bring some in.

Lush foliage adds a tropical touchWith summers lasting forever in South Louisiana, many gardeners get the feeling that they are living in a tropical paradise for most of the year. We all know this isn’t quite the case, knowing that every once in a while we receive winter time temperatures below 20°F. However, we can have the option to plant many different plants that resemble the flora of the tropical islands. Have you noticed the lush, broadleaved foliage of shell ginger? Alpinia zerumbet is native of India but performs well in Louisiana. Most are familiar with the variegated version but there is a solid green version that performs just as well. The lance shaped foliage of both plants will eventually get to be about 18 inches long and 4 inches wide. The bush will get about 10-14 feet tall depending on the severity of winter. The majority of praise given to shell ginger primarily is given to its foliage qualities but don’t forget about the drooping, showy flowers produced on two year old growth. Gingers are not the only plants that provide a tropical experience. Caladium bulbs are another plant that give us lush, tropical texture. At the beginning of the season you will find these plants as bare root tubers but at this point they will be available as transplants. Theses leafy textured foliage plants will reach about 12 inches tall and come in several colors including white, pink, red, and combinations of all three. Aspidistra elatior, the cast iron plant is another broadleaved plant that provides a tropical look. These plants have very durable, glossy green leaves that reach a height of up to 3 feet tall. They can strive in various soil types, making them valuable to many gardeners across the state. Elephant ear plants, Alocasia macrorrhiza, provide us with one of the coarsest textures available. The leaves will reach a prominent stature of 2-4 feet in length and width. The elephant ear is a plant, which give us the most tropical looks in all of the plants grown in southern gardens. Look to some of these plants to your garden in order to add a tropical feel to your garden space.

Hi, everyone. Wasn’t this past weekend absolutely beautiful? I spent Friday running errands and didn’t mind a bit. Sat. morning got up early to make a few bouquets for fl owers for Mother’s Day and the rest of the afternoon I spent delivering them. Sunday I was outside all day when I should have been in the craft room working on projects for two up coming craft shows. But it was just too beautiful to be stuck inside. Besides there were a ton of things I had neglected because of the weather and having to be at work that really needed doing. So I took advantage of the beautiful weather. Today I decided to share with you the bouquet of fl owers I made for my Mom and sister for Mother’s Day. They both loved red roses and I loves carnations. Actually, I love all fl owers and it really doesn’t matter which variety it is. In their bouquet I used 13 Freedom roses (I love the dark red color), 13 white carnations, and some white limonium along with some leather leaf fern for the greenery. This time I decided not to put a bow in the arrangement. I didn’t want to take away from the beauty of the fl owers.

Well, that’s my project for this time. The next couple of weekends will be spent watching my grandson and his team mates compete in the USB Youth Championship. Can hardly wait!

Well, what will your next project? Mine…I don’t know. But I know it will be lots of fun!
