Around 6:40 p.m. Sgt. Scott Bullitt, 32, of Jonesboro, along with another agent stopped a vehicle at the end of Buckley Hill Road near the Wham Break Boat Launch. Sgt. Bullitt believed the occupants of the vehicle to be impaired and proceeded to go back to the LDWF patrol vehicle. While walking back to his vehicle, Sgt. Bullitt was shot in the lower back by the passenger of the vehicle, later identified as Luke Jarrod Hust, 29, of Monroe. The other agent returned fire. Hust fled the scene into the woods. It is unknown if Hust was hit. The unwounded agent was able to call for help and apprehend the driver of the vehicle, whom authorities don’t believe fired any shots at this time. The driver was subsequently brought in for questioning. Around 7 p.m. the Ouachita Parish Sheriff’s Office deputies arrived on the scene and were able to take Sgt. Bullitt to a local Monroe hospital where he is listed in serious condition. The LDWF Enforcement Division, State Police, Ouachita Parish Sheriff’s Office, the Monroe Police Dept., and the U.S. Customs and Border Protection set up a perimeter and searched the area for Hust. At 11 p.m. authorities located and arrested Hust on Timber Lane Drive in Monroe. “We are praying for the well-being of Sgt. Bullitt and his family,” said LDWF Sec. Robert Barham. “Also want to give thanks to everyone that helped locate this fugitive so that justice can be served.” Sgt. Bullitt has been an LDWF agent for over five years and is married with no kids. He recently received the “Louisiana Highway Safety Commission DWI Award” presented on March 24. He was selected among statewide agents to receive this award due to his dedication and hard work to make Louisiana waterways and roadways safer for the traveling public by removing impaired drivers. “This is a sad day for all wildlife and fisheries agents in the country,” said Col. Broussard, head of the LDWF Enforcement Division. “Our agents travel into remote areas patrolling public lands often and it can be a very dangerous task as we saw tonight. My thoughts at this time are with Sgt. Bullitt and his family and also the brave men and women that contributed to catching the shooter.” Louisiana State Police will be the lead investigative agency for this shooting incident. Sgt. LDWF Agent Shot While On Patrol; Listed In Serious

Condition; Suspect CapturedA Louisiana Department of Wildlife and Fisheries Enforcement Division agent was shot in the line of duty while on patrol on the Russell Sage Wildlife Management Area in Ouachita Parish.Around 6:40 p.m. Sgt. Words to GROW by!Many homeowners see a lawn only as a chore; to fertilize is to have to mow more often.There are some drawbacks to having a healthy, vigorously growing lawn, but there are some very positive trade-offs, too. The beauty and peacefulness of a nice lawn have always been valued by man down through the ages. For urban dwellers and rural residents alike, a well-kept lawn creates a feeling of serenity and a link with nature. Landscapes around homes and businesses always leave favorable impressions. A well-kept lawn increases the value of property by six percent, which can make the home and grounds worth more if you put it on the market.Another benefit is the cooling effect grass has on the air, particularly around the home. Grass helps reduce air conditioning costs and makes outdoor activities, particularly in hot and steamy Louisiana, much more pleasant. Oxygen given off by a 50-foot square of turfgrass is sufficient for a family of four. Studies also have shown that noise pollution is reduced by a healthy lawn, that grassy slopes can lower traffic noise by as much as nine decibels.Man’s environment is maintained in various ways by grass. It filters and cleans the air, lessens the loss of soil into surface water, and the moisture level is maintained as water filters down to the grass’s root system. A healthy turf extracts minerals that might otherwise pollute the ground water. Other positives include the lawn acting as a firebreak between burning material and the homestead. And, generally, litter is less likely to be thrown on well-maintained turf.Aside from being essential to many sports such as golf, turf enhances sporting activities by offering a safe and softer playing surface. Good turf reduces injury in athletics. Joggers and walkers are much less likely to become foot sore and leg weary on turf than on harder surfaces.With all this going for it, turfgrass deserves a place of respect for what it contributes to our quality of life. Simple guidelines to the establishment and maintenance of a healthy lawn are available through the county agent’s office.

THE LAWN: FRIEND OR FOE?

Home gardeners who have made major plantings in the landscape, such as trees and shrubs, should be mindful that the first summer of growth is often the most critical to survival for such greenery. Plants which make it through the first six months from spring to the cooler months of fall will usually survive in fine fashion, but extra care must be provided during this critical period.Newly-planted trees and shrubs, as well as some ground covers, do not have root systems developed sufficiently during the first few months after transplanting to vigorously support the upper portion of the plant. One critical moisture stress in the spring or summer could lead to an early demise for such a plant.Begin the spring with a good mulch around all new plantings. Spreads six to eight inch cover of pine straw, leaves, bagasse or other organic matter under a new plant. A good mulch reduces soil temperature, prevents sudden changes in soil temperature, and most important, it will conserve moisture in the soil. A mulch will also reduce competition for soil nutrients from weeds.Since Louisiana often experiences some high winds, large trees should be staked in some fashion to keep them upright and to prevent much movement. More trees are lost by winds loosening the trunk of a tree from its roots than by any other manner. Very little fertilizer is needed for a new plant during its first year. If a gardener has provided a good planting bed with good top soil, organic matter and sand, plants should be able to make it for several months on their own. NURSE NEW PLANTINGS THROUGH 1st SUMMER

It’s the time of year when people begin to notice hordes of black grasshoppers moving across the landscape.This insect is the eastern lubber grasshopper-a grasshopper which can cause important economic damage in some years.The grasshopper occurs throughout South Louisiana as far north as Alexandria, as well as further north into the Red River Valley. Serious outbreaks most often occur in the river parishes between Baton Rouge and New Orleans.The eastern lubber grasshopper is an occasional pest of citrus, cultivated crops and landscape ornamentals. Normally, this grasshopper seems to prefer open woods, weedy fields and weedyroadside vegetation. But in some situations these grasshoppers may spill over into yards and gardens in residential areas. The eastern lubber may survive the winter in Louisiana as it does in Florida, but only in very low numbers. The grasshopper produces one generation per year with the eggs beginning to hatch in the early spring.The immature grasshopper is referred to as a nymph, and nymphs grow into adults through a series of five molts. While the length of these nymphal stages varies, each stage averages 15 to 20 days. The adult grasshoppers begin to appear later in the summer. Then after mating, the adult female will deposit egg masses in the soil. Each egg mass contains about 50 eggs, and each female will lay about three egg masses, which remain in the soil through the fall and winter before beginning the cycle again when they hatch out in the spring of the following year. The nymphs of the eastern lubber are completely black with one or more yellow orange stripes. They are smaller than the adults and lack wings. There are two color phases of the adults, which are about two and a half inches in length. The light color phase adults are a dull yellow with varying degrees of black spots and markings. The dark color phase adults resemble the nymphs in that they are nearly entirely black with a few yellowish marks. The wings of the adults are only about half the length of the abdomen. They cannot fly and can jump only short distances. These grasshoppers are rather clumsy and travel by walking and crawling. Insecticides such as Dursban, Orthene and Sevin (carbaryl) will control grasshoppers and can be used in lawns and non-crop areas. When controlling grasshoppers in food crops, gardens and ornamentals, check the insecticide label to make sure the crop or plant is listed on the label. In general, the grasshopper nymphs are much easier to control than the adults with most insecticides. Also, since this grasshopper cannot fly, perimeter and border treatments can be effective in reducing migration into desirable areas.

When I was a boy, Memorial Day was celebrated differently than today. In the 1950’s, veterans from both world wars and Korea were still numerous and the celebration involved primarily retired or inactive military personnel. Most of them didn’t talk about their service and the celebrations involved more parades than today. Today’s generational celebration includes a larger number of active military personnel, more women and more former service personnel seemingly traumatized by their experiences. The stress of battle in the 1990’s through today includes the new anxiety of not knowing who your enemy is, even on sight, more limited response to the enemy and more policing than actual combat. Combatants don’t usually have a geographical objective as defined by

past warfare; “taking the hill” has become “keep the hill under control because we can’t keep it anymore.” Soldiers lose the exhilaration of a clear-cut victory and measurable, obtainable goals. There is no more “island hopping” to victory. Instead, we must consider every human condition, every non-combatant involvement, every political parsing.Despite two “wars” that led to nothing positive (Korea and Vietnam), today’s actions involve the new-found respect for the military. Men and women in uniforms are now being considered heroes by the general population. Compare that to the vulgar, vile, misinformed reaction of the -mid to late ’60’s during Vietnam when our returning troops were vilified, spat on and treated like dirt. Today’s returning veterans are getting a better reception from Americans; it’s the political process and veteran benefits that need to be straightened out.But now our fighting men and women come home to a better family situation, a better community situation, a better level of respect. Jobs and benefits are still lagging but organizations like Wounded Warriors weren’t around in the 20th century. A disabled veteran has a much better chance for an active, productive life today than those soldiers, sailors and airmen who fought forty, fifty, sixty, seventy years ago. The price is still steep for freedom and democracy. It will never be devalued. But for the first time in modern history, veterans are coming home to a culture that values their sacrifice as much as it values the future. Returning veterans from World War One came home to a changing world of women’s rights, Prohibition, the glamorization of crime, radio, mass produced automobiles and talkie movies. Too many unscathed Americans were moving into that future, not thinking of the returning soldier. World War II’s end brought us television, plastics, interstate highways, easier credit, home ownership and the threat of Communism. The returning fighters then had to compete with all the new glitz of the late 1940’s. Korea was just more of the same to America without a validation of military purpose and Vietnam was an extreme action with even less political or military purpose. Little or no glory or validation for those veterans, who suffered in those two military actions of the early ‘50s and mid-to late ‘60s.It seems today’s society realizes that military victory may never become a factor again in our makeup and so those who serve will receive what positive benefits come from physical combat. Without that societal support, it would be near impossible to create the armed services needed to defend our country. Until Washington understands that the will of Americans includes the need to recognize a complete victory whenever possible, this is all our future soldiers can expect. We can love them and respect them, understand their need for solitude and opportunity and their reluctance to speak of their fighting days. This is what our Memorial Day should be and has become. God bless our defenders and the USA.

Training our rescued dogs to be service dogs takes much time, dedication and cost, but it is well worth the effort to help our veterans suffering from the invisible wounds of war. Re-adjusting to civilian life is not always easy. Service and comfort animals have been proven to increase confidence, independence and certainly bring joy into the lives of our nations heroes.

My customer and his girlfriend wanted yellowfin. We met at the dock at 6:00. The seas were forecasted to be 1-2 feet. We started out on the east cast netting bait. With 30 in the box I headed out. Addressing an electrical problem so depth finder not working well. 30 miles out and 2 weekenders on the rig attempting to do things that were not happening. Got fish finder working and could not mark anything. Did not waste time and ran to my destination rig. There was 1 other boat there and he had 1 mahi. Neither of us were marking anything. While we were there he hooked up and landed a 60 pound yellowfin. Several drifts using various baits on 3 lines produced nothing for me. The customer then decides this is not happening and asked to get something else. With a 3 foot confused sea all day he did not have to ask twice.I headed in to calmer waters and a rig in 300 feet of water. The water is still a nice blue here. Captain Scott shows up about the same time.

He tells me he found the Amberjack On the corner I am on. This is my second drop and still no bite. As he circles the rig looking for blackfin he calls me and lets me know the amberjack had moved to the opposite side since morning. I circle around to the down current side and on the first drop, about 10 seconds after we drop, the fight is on.

Thanks Captain Scott for the heads up. For some reason they were bunched up down current which made it easy to pull away from the rig.

Friday, Capt. Larry Hooper and I took the “Boy Scouts of America” on a fishing adventure.Every year, Capt. Hoop gets them down to Venice and this year he made me part of the deal. Thanks Larry, I had a blast! I really got this thing about kids fishing, I mean that’s what a kid is supposed to do. After all, when I was a kid and my Dad couldn’t find me, all he had to do was look in the nearest draining ditch. If there was a pond, forget about it, and if I didn’t have a fishing pole, I was swimming or wading in it. So, I get 2 of the boys, I think a dad and the troop leader? Well Capt. Hoop suggests the area, and I got excited and told Hoop, I know a killer spot in that area. So I take the lead. I stopped the boat, baited everyone up and all that and for about 3 minutes nothing was happening, then a nice baby bull red came up and smoked the troop leaders cork. I jumped to the bow, and threw right where the strike was, popped twice and BAMM! So I start yelling for one of the kids to come grab my rod and fight this fish. He fights that baby bull in, and once I net him, everything calms down again, so while everyone’s fishing, I throw a handful of chum out, next thing you know these guys are doubling and tripling up. I keep stressing to them, “Don’t tangle your lines, don’t get snagged” and all the stuff I do when things are just going crazy. I keep telling them, they cannot stop fishing or the fish will simply swim off.Capt. Hoop is close by and after about 45 minutes he yells at me to see how many we have, I told him 20 redfish, and 5 of the 20 were baby bulls, solid limit. So I move my boat out of the way so Larry can get his boat in. But before I could move, I had to literally tell my crew, to “Put the rods down”!, because everytime they threw out, they caught another one. On my boat, we left the dock at 7:15am and by 8:30am we had 127 lbs. of fish. That night the kids all went back to Capt. GENERALLY SPEAKING Trout patterns are set for the late spring and early summer as the weather and fishing heat up at the same time. Lots of rain still affects the color and salinity of the inside waters but this should be a better than normal year for the specks. Be sure to take your wet weather gear which is usually not the case until June. But the rains have been unyielding. We should see better fishing as the brown shrimp season is under way and the weather, between showers, has been wonderful.

On the west side of the Mississippi from Buras to Four Bayous, flocks of seagulls can be found diving on wads of shrimp with schools of hungry trout under each pile. Catfish and small undersized school trout will consume a lot of your time, but persistence will pay off and you will end the day with a nice mess of trout. For the reds, concentrate on the area of broken marsh between Bay Adams and Bastion Bay, throwing spinner baits or plastics under a cork and you will find plenty of reds. Fish all points and islands that have bait around them and your chances of catching fish will increase. On the east side of the river, California Bay to American Bay has plenty of piles of birds with eager trout under them. Tons of reds are being caught along the shorelines with plastics under a cork or market shrimp. Trout have also showed up out at Breton Island and are being caught with live shrimp. Beware of thunderstorms while out at the islands. And don’t forget your supply of Gulp! plastics, my favorite catch ‘em lures. Be safe and tight lines. LLOYD LANDRY. After the pictures I go back and drop another bait down. As soon he stops the line the bait gets hit. This time we have an empty hook. Tie score. Fish 1 and boat 1. I pull up again and we have to wait almost a minute before we get a bite. This time we have what we think is a bit larger fish.

After a good fish fighting workout we have our second and last amberjack on board.

We made a quick, 10 minute, stop in state waters and headed in. We hit the dock a bit after 6:00. We ran a lot. I ended up coming in on the West side. I was lucky enough to put some meat in the box. It was a long day. The best thing was, With all my travels, I only burned 96 gallons of gas all day.

At this time we decide to drop down and see if any grouper are lurking. I was not set up for this so I took my 50W Penn with 130 Jerry Brown on, put on a deep drop rig, and got one of my 3 1/2 pound sinkers I make out of my center consul. I move to the up current side with no results. Go to the corner that the Jacks usually hang on and it does not take long before we come up with a nice snowy grouper. It took a few more drops before we had another fish on. A nice fat Bearded Brotula hits the deck. This fish is in the Cusk family and is very good eating.

You can see by the angle of the water that it was still a bit rough even in somewhat protected waters.

Louisiana Department of Wildlife and Fisheries Enforcement Division agents cited an Arnaudville man on May 6 for allegedly illegally poisoning a coyote, eight vultures and three opossums in St. Martin Parish. Agents cited Laurant W. Taylor, 71, for intentional concealment of wildlife, taking non-game birds illegally, taking non-game quadrupeds illegally and taking opossums illegally.Agents began investigating Taylor when they received a complaint about dead birds that appeared to be poisoned along Mike LeBlanc Road. Upon investigating the complaint agents noticed pig parts spread on the road and shoulder that had a white residue coating the surface. Agents also located five dead vultures and two dead opossums a short distance from the pig parts.After collecting the dead animals and pig parts for evidence, agents came into contact with Taylor who was driving his vehicle on the road. Agents found out that Taylor farmed and hunted most of the surrounding areas. On April 4 agents returned to the scene and found another three dead vultures, two dead opossums and another site of pig parts. On April 7 agents learned that the chemical coating on the pig parts and dead animals was carbofuran. On April 23 agents approached Taylor with the new found evidence of carbofuran. Taylor admitted to lacing the pig parts with the chemical and spreading the parts out on the road to kill coyotes on March 29. He said the area where he spread the pig parts was where he commonly hunted rabbits. Taylor also admitted to finding and removing a dead coyote near the poisoned pig parts on April 1. After obtaining all evidence, agents cited Taylor for the wildlife violations on May 6. Intentional concealment of wildlife brings a $900 to $950 fine and up to 120 days in jail.

Illegally taking non-game quadrupeds and non-game birds each brings a $400 to $950 fine and up to 120 days for each offense. Illegally taking opossums brings a $250 to $500 fine and up to 90 days in jail.Taylor also faces a total of $139.28 in civil restitution for the illegally killed animals.Agents participating in the case are Sgt. Ryan Faul, Sgt. Brian Theriot, Senior Agent Cullom Schexnyder, Senior Agent Jason Sanchez and Agent Andrew Arton.

Hope you had a wonderful Memorial Day. We enjoyed Bar B Que and all the fixings with our daughter and two of our grandchildren and friends. It was a wonderful day! Plenty to eat and drink and lots of fun! And can’t forget the Red Velvet Cake, delicious! They always beat me at the bean bag toss!Okay, on to this time’s project. I had some flowers left over from Mother’s Day and decided to make a centerpiece for myself. Actually, I had help making it, as always, my granddaughter Carlea’,

helped. She loves making bouquets, so when I think about it, I usually pick up a bunch of flowers on the way home and let her design whatever she wants. For this design we used a low green utility container, 1/2 block of floral foam, leather leaf fern, roses, carnations, and statics. The first thing we did after placing the floral foam in the container, was to “green up” the floral foam with the leather leaf fern, than we added our roses, leaving room to place the carnations between the roses. As luck would have it ,we had more carnations then roses. But, that was

okay because we had lots of purple statics. We just filled in with the extra statics. Like I said before, anyone can make a bouquet, all it takes is a love for fresh flowers and the desire to make something beautiful for yourself.Well my friends, that’s it for this time. It has been a very busy weekend. Loved every minute of it. I would like to take the time to thank all of our military, past and present,for their sacrifices to keep us safe and our country Free. My prayers are with you every minute of the day and night. Thank You and may God Bless and Protect you all. Our oldest grandson leaves next week for basic training in the Marine Corp.

So what will your next craft project be? Mine…I don’t know. But I know it will be fun.

Mrs. Patty Clement’s spelling after school activity held their end of the year Spelling Bee for 2nd and 3rd grade students. Amare Bond, 3rd grade, won first place, Justin Ahiagbede, 2nd grade, won 2nd place, and Jude Smith, 3rd grade, won 3rd place. All of the ASA students have worked very hard this school year and did a great job.

Belle Chasse Academy was selected as one of 5 finalists in the Schools and Public Entities category to compete for Sustainability Excellence and Sustainability Achievement Awards at the Green Games. The Green Games, produced by Life City, supports organizations in the Greater New Orleans area who seek to improve their social and environmental impact. This is Belle Chasse Academy’s first year working with Life City and we are honored to have been a finalist.

Belle Chasse Academy’s Girls on the Run group recently participated in the Spring 2015 5k at City Park festival grounds. This was the 5th anniversary for GOTR New Orleans. GOTR is a 12 week program designed to inspire 3rd-5th grade girls to be joyful, healthy and confident while creatively incorporating running. The 5k is the final celebration of all the girls have learned throughout the season. Belle Chasse Academy’s GOTR group is part of the 21st CCLC program.

Thanks to a highly successful public-private partnership spanning more than two decades, U.S. Secretary of the Interior Sally Jewell and Louisiana Governor Bobby Jindal announced today that the U.S. Fish and Wildlife Service is proposing to remove the Louisiana black bear – the inspiration for the “Teddy Bear” – from the list of threatened and endangered species under the Endangered Species Act (ESA).“The Louisiana black bear symbolizes how the Endangered Species Act can be a remarkably effective tool to protect and recover threatened and endangered species when we work in close partnership with states and other stakeholders,” Jewell said. “Across Texas, Louisiana and Mississippi, we have worked together with our partners to protect and restore habitat, reintroduce populations and reduce the threats to the bear. Today’s recovery of the bear is yet another success story of the Endangered Species Act.”The Endangered Species Act has been a critical safety net for imperiled plants and wildlife for more than four decades, preventing more than 99 percent of the species listed from going extinct. In addition, the Act has helped to move many species from the brink of extinction to the path to recovery, including the American alligator, Florida panther, bald eagle, brown pelican and gray whale. The Obama Administration has removed from the endangered species list due to recovery more species than any prior administration.“Today, after more than 20 years of collaborative research and recovery efforts, I’m proud to finally announce the recovery of the Louisiana black bear,” said Governor Jindal. “With today’s announcement, we will finally start the process of removing the Louisiana black bear from the United States Threatened and Endangered Species List. This great announcement highlights the vital steps we’ve taken to protect such an iconic symbol of our great state, and I’m proud of the work we’ve done together to get here.”The Louisiana black bear is a subspecies of black bear unique to Louisiana, western Mississippi and eastern Texas. In 1902, it became part of American culture when, during a hunting trip near Onward, Mississippi, President Theodore Roosevelt spared one from his trophy collection. An editorial cartoon in The Washington Post relayed the story, sparking an idea from a Brooklyn candy store owner to create the “Teddy Bear.”When the Louisiana black bear was listed under the ESA in 1992 due to habitat loss, reduced quality of remaining habitat and human-related mortality, the three known remaining breeding subpopulations were confined to the bottomland hardwood forests of Louisiana in the Tensas and Upper and Lower Atchafalaya River basins. Today, those subpopulations have all increased in number and have stable to increasing growth rates. Additional breeding subpopulations are forming in Louisiana and Mississippi, providing a healthy long-term outlook for the species.For more than 20 years, the Service has partnered with the Louisi ana Department of Wildlife and Fisheries, Natural Resources Conserva tion Service, University of Tennessee, private landowners and others to address the threat of habitat loss in the bear’s range. This includes researching the status of the existing populations, establishing additional subpopulations, and protecting or restoring more than 750,000 acres of habitat. A large proportion of habitat supporting and connecting breeding subpopulations has been protected and restored voluntarily through private landowner restoration efforts.“This announcement demonstrates once again that the protections afforded by the Endangered Species Act make a difference, giving the Service and its partners time to recover imperiled species,” said Service Deputy Director Steve Guertin, who announced the proposed delisting at an event hosted by Louisiana Governor Bobby Jindal in Baton Rouge. “An America without the Louisiana black bear would be an America that has deprived its children of a key piece of their wildlife heritage.”“The department has an established track record of successfully recovering species, including the American alligator, the Brown pelican and the Bald eagle,” said Robert Barham, Secretary, Louisiana Department of Wildlife and Fisheries. “We look forward to adding the Louisiana black bear to that distinguished list.”“This event marks a successful effort mounted by a collection of conservation partners including the Louisiana Department of Wildlife and Fisheries, the U.S. Fish and Wildlife Service, the Natural Resources Conservation Service, the U.S. Geological Survey and the Black Bear Conservation Coalition, to list a few,” said Theodore Roosevelt IV. “It is clear to me that when we work cooperatively, we can achieve great things. It is my sincere hope that we can replicate this type of collaboration in other parts of the country so that our nation’s wildlife resources can flourish. I particularly want to salute the local landowners who made changes in their land management practices to provide the necessary habitat for black bears.”Long-term habitat protection is defined as having sufficient assurances that degradation is not likely to occur for at least 100 years. These assurances rest heavily on voluntary conservation agreements with private landowners and public conservation agencies in the Tensas and Atchafalaya River basins. The ESA stipulates delisted species require monitoring for a minimum of five years. The post-delisting monitoring plan unveiled by the Service will ensure the population continues to thrive into the future under state management.Through the public comment period, which ends on July 20, 2015, the Service is seeking additional biological data and information regarding threats to the Louisiana black bear. The agency is seeking information on the extent of federal and state protection and management provided to the bear as a delisted species, and current or planned activities that may impact or benefit the bear.The Service will hold public hearings on the proposed rule, and the public is encouraged to submit comments through http://www.regulations.gov.
