I will brief different teams on other pertinent points made in the report. 2. I received a copy of the Meeting Report on International Workshop on Waste Package Performance Assessment. The meeting was held in Toronto, Canada on May 16, 1985. Several members of DOE staff and their contractors attended the meeting. The other participating members were from Canada, Sweden and Switzerland. DOE requested the meeting. Waste Package Performance related research and modeling activities were discussed. 3. Engineering Review Group (ERG) met here in Columbus to review a draft of "In Situ Test Plan" prepared by Golder Associates. I attended the meeting as a NRC observer. A report by the ERG will be prepared by mid-June. The draft test plan is still generic. 4. Attended a SCP Planning/Status meeting between SRPO, ONWI and Fluor. The meeting was held here in Columbus on May 29 and 30, 1985. ONWI staff will begin their write up of SCP on July 5, 1985. Fluor efforts on write up of Chapter 6 of SCP will begin on September 5, 1985. 5. 1. I have received a trip report on WIPP Site Visit and Infomation ExchangeMeeting by SRPO. I have met with some SRPO staff and discussed theirimpressions about the geotechnical information being collected at WIPP.According to the SRPO staff, some of the key geologic issues at WIPP are:(a) salt dissolution within the basin; (b) complex nature of thehydrogeologic system and (c) presence of pressurized brine pockets in theCastile and Salado formations. I will brief different teams on otherpertinent points made in the report.

The panel was provided information in form of most recent data available,NRC comments and draft EA, Chapters 3 and 6. Major emphasis was on DeafSmith County Site in the Permian Basin. Presentations were made by SRPOstaff, ONWI, Stone and Webster Engineering Corporation, INTERA, TexasBureau of Economic Geology and LBL. Uncertainties associated with theavailable data and analyses were discussed. The Panel will make itsrecommendations to SRPO on mechanisms and phenomena of groundwater flow(fracture and porus flow) and on estimates of travel time.

I. ISSUES REQUIRING INVOLVEMENT OF HQ OR OTHER PROJECTS

A. New Issues

The State of Utah has formally requested a modification to their grant.The request is for $100,000 to be used to participate in litigation andto receive training in negotiation consultation and cooperationagreements.

B. Previously Reported Issues

The State of Mississippi has submitted a request for $500,000 to conductan assessment of the potential socioeconomic effects occurring as aresult of DOE activity in the State since 1976. (MED)

The State of Mississippi has requested tours of the Avery Island SaltMine, the Nevada Test Site, and the Hanford Reservation. The requestedvisits have been postponed due to SRPO Staff commitment to the EAs.

The ability of SRPO to meet the planned schedule for land acquisition atthe beginning of site characterization activities is an issue. The nextstep in the land acquisition planning process is a discussion with thepotential host states. This discussion centers around a draftmodification to the Interagency Agreement with the Corps of Engineers.The Interagency Agreement with the Corp of Engineers was revised toincorporate HQ instructions to focus on the Texas site. The I.A. wassent to HQ with a cover letter requesting authorization to forward it tothe State of Texas for review. The present schedule calls for realestate planning reports to be prepared in one month, a draft landacquisition plan to be prepared in three weeks, and a land acquisitionplan to be prepared by SRPO and submitted to HQ in one week. The landacquisition process was originally scheduled to take six months tocompl ete. (TJT/JRW)

SRPO Staff visiting WIPP to discuss logistics or core preservation study.

SRPO is sponsoring a Practicum Fellow in Health Physics through the OakRidge Associated Universities.

C. Budget and Project Control (P. Van Loan)

Reviewed and provided comments to OCRWM on the Draft Second Annual GAOReport.

Participated in the Fluor and Parsons-Redpath Monthly Management Reviews.

Continued efforts to followup on requests for additional data frommidyear Budget meeting last week with OGR.

Continued to review the NCR Worksaver 300 office automation equipment.NCR is to provide SRPO with a letter by 6/10/85 that identifies what thesystem has been demonstrated to do and what it can not do relative toSRPO's original Systems Requirements.

Briefed EEI on the SRP Project & Project Management System.

Sent CH Finance a revised listing of the "Identification of Nuclear WasteFund Plant & Capital Equipment - SRP" to be used as the basis forreimbursing the Energy Appropriation for capital equipment that should betransferred to the Fund.

D. Institutional Relations (T. Taylor)

SRPO staff are stepping. up reviews of contractor topical reports in aneffort to finalize as many references as possible for the final EAs.

SRPO approved the format of presentations to HQ at the next workshop onthe environmental assessments, scheduled for June 11-13. Thepresentations will focus on the status of the comment/response appendix,and the work underway to resolve challenges to the findings in the draftEAs in Chapter 2.3 and Chapter 6.

Field studies commenced in Utah to determine the engineering feasibilityand cost of constructing road and rail access routes to the Paradoxsites. The studies will also be used to determine the visual impacts oflocating a repository at the sites.

E. Quality Assurance (J. Reese)

Review is continuing on revising the SRPO QA Program documents.

The SRPO QAM meeting was held in Columbus. Some issues were raised whichwill be taken to the QACG.

Review and comments were made to the draft OGR document "QA Requirementsfor Overview of Quality Assurance.

Preliminary planning was begun for a QA management assessment of SRPO.

Plans were started for an internal QA audit in June.

F. Engineering & Technology (R. Lahoti)

SRPO, ONWI and Fluor attended the MRS/Repository Interface Task Forcemeeting in Washington, D.C., April 30-May 2, 1985. The Task Force hasreviewed the strategy and planning, MRS and Repository ArchitectureEngineering drawings and Functional Design Specifications.

ACCOMPLISHMENTS

* The Socioeconomic Analysis for Repository Siting (SEARS) Model ModificationPlan was transmitted to SRPO. The model code will be converted to FORTRANand the number of user-alterable parameters will be increased. Thesemodifications will be completed by the end of FY 85.

* The ESF/WIPP Cost Comparison was transmitted to SRPO. Items coveredincluded the inventory of the information received from WIPP and a summaryexplanation of the cost comparison, along with a detailed backup for costsassociated with WBS 6.2 through 6.7.

e Review comments of the Fluor report, "Repository Operating Concepts", weretransmitted to SRPO.

* ONWI submitted a letter to SRPO assessing the need for a repository sub-surface simulation model and the associated Fluor/M-K proposed costs.

e A set of slides on the salt repository program was sent to Neville Carterat Texas A&M University and Robert Healy of Conn Edison's Indian PointEnergy Information Center in Buchanan, New York.

* Draft thank you letters to local people in the four salt states who providedassistance during B. Rusche's trip were provided to SRPO for transmittal.

* The Soil and Rock Instrumentation audit report for the audit which wasconducted on April 22 and 23, 1985, was issued.

STATUS

* Woodward-Clyde Consultants has submitted all site study plans for geologicfield activities.

* A preliminary request has been received from Mark Jacobsen of Chevron OilCompany, Denver, Colorado, for core samples from Salt Valley, Elk Ridge,and Gibson Dome boreholes. He will submit a written request detailingintervals of interest and indicating the availability of test data to DOE.

* Draft fact sheets and objective sheets have been prepared for the transpor-tation and core storage facility cost studies requested by SRPO.

* Review of draft data tables and statistical evaluation of the geotechnicaldata for J. Friemel well is underway.

* At the request of SRPO, rationale was supplied to support the recommendationfor plugging Mansfield and Sawyer wells prior to lease expiration.

- The Earth Technology report "Regional Ground-Water Flow NearRichton and Cypress Creek Domes, Mississippi, Annual StatusReport for FY 85".

- A Woodward-Clyde Consultants letter report discussing alternateground-water travel paths in the Davis Canyon area.

e The second draft of the Paradox Rail Noise Study was received from BNI, andits second review was initiated.

* Data requirements lists for Transportation, Aesthetics, Land Use, Culturaland Paleontological Resources, Biota/Ecosystems, and Water Resources weredeveloped. These lists will be used in preparing Chapter 2 of the SurfaceBased Study Plan.

a The review of working papers for the Aesthetics Environmental Study Plan(ESP) was completed. A list of comments and suggestions was transmittedto BNI for their action prior to formal technical review.

* Draft final reports on the comparative evaluation of sites for the threebasins were submitted by BCD. They are undergoing review prior to final-alization by BCD.

* The final draft Environmental Program Plan is available for ONWI managementreview.

e The Golder Associates report, "Performance of Geotechnical Instrumentationin a Salt Repository Environment - Phase I" was received. * The SRP Experimental Design Methodology Panel decided that oxygen fugacityshould be retained as a factor in the factorial matrix of tests. Inconsidering about 16 years of corrosion data in sea water, it was decidedthat corrosion rates in the repository environment may reach a steady statein a period of a few months and, therefore, the planned upper time limit ofthe experiments was set at 5 years.

a EA issue responses are being prepared for submittal to SRPO. Format guid-ance received May 28, 1985, requires redrafting of framed issues andpreviously prepared responses. Current delivery date is June 5, 1985.

* Approval was received from SRPO to initiate EA study plans for expandingthe social impact analysis at all sites, including a seed company analysisfor the Pennian sites.

* The Salt Specific Requirements Working Group continued the development ofthe salt requirements specification. The systems hierarchy proposed by thegroup was modified to include salt site specific stratigraphy.

* SRPO comments on the Draft FY 85 Technical Project Plan (TPP) have beenincorporated as appropriate. A review of the resolution of the commentswill be held with SRPO prior to initiating the clearance process.

* Interim System Operation Work Instructions for SRP/TDB data entry wereissued and specific work instructions for data extraction and entry havebeen compiled for review.

* A complete rewrite of the ONWI Baseline Procedures Notebook has beeninitiated based on the internal ONWI comments received. This revisedversion will be very similar to the SRP Baseline Procedures Notebook.

* Support continued to the SRPO Change Control Board Secretary by providingdraft copies of Baseline Change Proposals and Change Control BoardDirectives.

* Compilation of the Repository Operations Simulation model has been success-fully accomplished. An input data file consisting of "best guess", hypo-thetical input parameters is being created and an execution run will besubsequently attempted.

* A draft of Chapter 9 of the Performance Assessment Plan was completed. Thesubject of the chapter is computer code verification, validation, anddocumentation.

* Coding of the computer program for the Repository Ventilation Cost Model(REVCOM) is continuing. Testing of some subprograms has started.

e The design of the various subprograms of the Transportation-RepositoryInterface Facility (TRIM) computer model is continuing. Coding of somesubprograms has started.

* The ONWI April Project Status Report, which was scheduled for submittal onMay 28, 1985, is running behind schedule due primarily to staff involvementwith the Budget Review. It is expected that the report will be issued onMay 30, 1985.

e CBD Announcement 85-3, "Environmental Services for Salt Site Character-ization" ("Salt Repository Studies in Sound, Ionizing Radiation, Visi-bility, Air Quality, and Meteorology") was forwarded to The CommerceBusiness Daily for publication.

e Requests for Proposals for the renewal of the GPM contracts for the ParadoxBasin (Woodward-Clyde Consultants) and the Permian Basin (Stone & Webster)through FY 86 were mailed May 28, 1985. Proposals are requested by June 17.

MEETINGS HELD THIS WEEK

e ONWI staff met with SRPO and Stone & Webster Engineering Corporation inColumbus to review the scope of the study to evaluate transportation andcore storage facility costs.

e The Engineering Review Group (ERG) met at Battelle and reviewed the "DraftTest Plan for In Situ Testing in an Exploratory Shaft in Salt". Findingsand recommendations of the ERG were presented in preliminary form in anexecutive summary at the conclusion of the meeting. Formal findings andrecommendations will be provided to ONWI by mid-June.

* An SCP Planning/Status meeting between ONWI, SRPO, and Fluor was held inColumbus. Status of SCP milestones, a review of the logic diagram forChapter 6 preparation, and a discussion of Fluor's role in Chapter 6assembly and coordination were discussed.

* OCRWM Director Ben Rusche visited the four salt states. During this weekMr. Rusche met with 13 local officials, people, and media representativesin Utah; 132 in Texas; 15 in Louisiana; and 20 in Mississippi.

The objective of this peer reviewpanel is to provide a recommendation to the Salt RepositoryProject regarding how the phenomena and mechanisms of ground-water flow should best be treated within the context of thefinal Environmental Assessments.
