Special NeedsEach provider is focused on mee� ng your needs. Each
provider has transporta� on for those in wheelchairs.
SafetyTake your seat as quickly as possible. Never change
seats while the bus is moving. Wait un� l the bus de-
parts your stop before crossing the street. Refrain from
engaging in unnecessary conversa� on with the driver.
No pets, except service animals.

Lost & FoundItems lost on the bus may be picked up from your pro-
vider by contac� ng your provider. Transporta� on pro-
viders are not responsible for items le! on buses.
Route and Stop Announcements:The Americans with Disabili� es Act of 1990 (ADA)
requires public transit to make announcements of all
� me points and transfer points.

Public Transit Terms:Accessible Vehicles: Transit passenger vehicles that
give access and sea� ng to passengers with disabili� es,
including wheelchair users.
Dial-A-Ride/Demand Response: Non-fi xed-route ser-
vice u� lizing vans or buses with passengers boarding
and exi� ng at pre-arranged � mes at any loca� on within
the system’s service area. Riders must meet certain cri-
teria.
Fare: Amount of money that is required each � me you
board the bus to pay for one trip from one loca� on to
another. When using cash, exact change is required.
Also, you may purchase tokens or monthly passes that
can be used for unlimited rides on the system.
Fixed Route: Service provided on a repe� � ve, fi xed-
schedule basis along a specifi c route with vehicles stop-
ping to pick up and deliver passengers to specifi c loca-
� ons; each fi xed-route trip serves the same origins and
des� na� ons, unlike Demand Response and taxicabs.
Flag Stop System: A passenger may board a bus at any
safe place along a fi xed route. When you see the bus
you want, signal the driver by waving.
On Request (OR): Loca� ons with On Request service
are notated on the bus schedule. Riders can direct their
request to the bus operator or call ahead to arrange.
Route Devia� on: A fi xed-route transit service that will
deviate 3/4 of a mile from its normal route for prear-
ranged pick-ups. There is an addi� onal cost for the ser-
vice. Route Devia� on is not available on express/com-
muter routes. Call ahead to arrange.
Travel Training: Individualized training that gives rid-
ers the skills to travel safely & independently on public
transporta� on.

Alterna� ve Transporta� on
Volunteer Driver Programs:Steuben Coordinated Transporta� on - Volunteer
Program: Provides transporta� on assessment, informa-
� on and referral through 2-1-1 for all residents. Region-
al transporta� on services through volunteer drivers for
non-emergency medical and nutri� onal appointments
for residents of Steuben County aged 60 and over and
for transporta� on disadvantaged residents.

Medical Answering Services: Provides non-emergency
transposi� on, or reimbursement for transporta� on to
& from medical appointments. Must be a recipient of
Medicaid, and call at least 1-2 weeks before appoint-
ment.

Project Care: Sponsored by the Steuben County Of-
fi ce for the Aging (SCOFA). Provides limited, non-
emergency, local transporta� on to individuals 60 or
older that reside in the towns of Avoca, Bath, Bradford,
Hammansport, Pulteney, Pra" sburgh, Savona, or

Faith in Ac� on of the Greater Steuben Area: Provides
non-emergency transporta� on to seniors for medical
appointments and rou� ne errands. Must be 60 or older
and able to transfer themselves from wheelchair into

VA Medical Center Bath: Must be a veteran & enrolled
in a health program at the VA Health Care Facility.

To schedule a Route Devia! on trip, call our Customer
Service Department at (607) 734-5211 between 8:00
a.m. and 5:00 p.m. For next day service, your request
must be made by 5:00 p.m. the previous day. Route
Devia! on is not provided to the following commuter
routes: #10, #20 and #30X.
Sugges! ons or Complaints / Title VI Civil Rights Act:
Title VI of the Civil Rights Act of 1964 prohibits
discrimina! on on the basis of race, color, or na! onal
origin in programs and ac! vi! es receiving federal fi nancial
assistance. Title VI complaints should be directed to Jerre

other sugges! ons or complaints about the C TRAN System
should be directed to dispatch at (607)734-5211 or online
at www.chemungtransit.com.
Senior Medicare Fare Programs / Persons with a
Disability:
Riders who have a disability, who are 60 years of age or
older (Senior Ci! zen), or who hold a Medicare card, can
ride for half the regular fare on regular route service and/
or Route Devia! on/Demand Response Service. For a rider
with a disability, a Half Fare I.D. Card may be purchased
at the C TRAN offi ce. Persons with qualifying Half Fare
cards must show proof each ! me you board. On Mondays,
Senior Ci� zens ride free with the proof of age.
Dial A Ride: Individuals on Medicaid may qualify for
transporta! on to and from medical appointments. Call
734-5211 for more informa! on.

Riders are welcome to call for availability on all of the
passes listed below. Also passes can be purchased at the
HAT offi ces between the hours of 7:00 a.m. and 4:00
p.m., Monday - Friday. All Dial-A-Rides and Work Rides
are subject to availability. Passes must be presented to
the driver upon boarding.
*Student Fare is waived for travel to Walmart Plaza.

Bikes:
Bike racks are available on most HAT buses on a fi rst
come basis. Childen under 14 may use the rack only
when traveling with an adult. All riders using the rack
must be able to load and unload their bike. The driver is
not allowed to get off the bus to assist. There is a limit
of two bikes/rack.

To schedule a Route Devia" on trip, call our Customer

If your request for Route Devia" on service is denied,
you may appeal the denial be registering a complaint
with CEATS. Call (607)734-5211 to register your com-
plaint or go on line to register your complaint at www.

Senior Fare Programs / Persons with a
Disability: Riders who have a disability, who are 60 years
of age or older (Senior Ci" zen), or who hold a Medicare
card, can ride for half the regular fare on regular route
service and/or on Route Devia" on/Demand Response
Service.
Persons with a Disability: To ride for half the regular
fare, a Half Fare I.D. card is required. To acquire a Half
Fare I.D. card, a note must be obtained from a quali-
fi ed health care physician sta" ng your disability. A Half
Fare I.D. card can be purchased at the Chemung County
Transit offi ce, 1201 Clemens Center Parkway, Elmira, NY.
The cost of the I.D. is $2.00. Senior Ci" zens: A picture
I.D. card (Drivers License or other picture I.D. with proof
of age) or a Gold Card is required each " me you board.
Medicare:
Persons on Medicare must show their Medicare card
each " me they board. CEATS off ers curbside pick-up
service through its Route Devia" on/Demand Response
Service Program. If you are a person living within 3/4 of
a mile of a bus route, you may qualify for curbside ser-
vice. The fare for Route Devia" on is double the regular
route fare.
