Navin Ramgoolam, Premier ministre de l'Ile Maurice entre 1995 et 2000, puis entre 2005 et
2014, a été arrêté vendredi 6 février 2015. Il est soupçonné d'entrave à la justice et de
blanchiment d'argent (pour Rs 200 millions). L’ex-Premier ministre Navinchandra
Ramgoolam a été libéré le lendemain sous caution par la justice mauricienne.
Deux accusations provisoires pèsent sur M. Ramgoolam. Il est d'abord accusé de complot en
vue d'entraver le cours de la justice, et ensuite de blanchiment d'argent. Lors d'une perquisition
à son domicile dans la nuit, les enquêteurs ont retrouvé des devises d'une valeur d'un million
de roupies, qu'ils ont saisies, de même que deux coffres-forts qu'ils ont transportés aux
casernes centrales à Port-Louis.
Navin Ramgoolam, battu au scrutin législatif du 10 décembre 2014 après neuf ans au pouvoir,
fait l'objet d'une autre enquête distincte, sur le cambriolage de son bungalow en 2011. Trois
personnes liées de près ou de loin à cette histoire ont par la suite trouvé la mort, dont l'une
dans des circonstances troublantes, pendant sa détention. En rouvrant ce dossier, la police
mauricienne tente de faire le rapprochement entre ces morts et le cambriolage à la résidence
secondaire de l'ex-premier ministre.
Toute cette affaire, qui avait alors choqué l'opinion publique mauricienne, refait surface
aujourd'hui, avec des conséquences politiques inédites. Car Navin Ramgoolam est aussi le
leader du Parti travailliste. Ce qui se passe en ce moment, c'est tout bonnement du jamais-vu
dans l'histoire politique de Maurice.

ERECTION OF NEW SECURITY FENCINGS AND CONSTRUCTION OF CONTROL POSTS AT PORT MATHURIN
Contract MPA 279/2015
The Mauritius Ports Authority (MPA) is inviting sealed bids from Contractors having the experience and meeting the qualification requirements of the bidding documents, for Contract MPA 279/2015 – Erection of New Security Fencings and construction of Control Posts at Port Mathurin. The works comprise:
Construction of new high security fencings
Construction of a new security control post
Erection of high security gates
Ducting works including manhole chambers complete with covers
Asphaltic concrete pavement
Other miscellaneous works as described in the bidding documents Qualification requirements include:
A minimum average annual financial amount of construction work of Rs 4 million over the last 3 years A minimum amount of liquid asset and/or credit facilities net of other contractual commitments of the successful
Bidder shall be Rs 2 million
Other qualifying criteria as per in the bid document Interested bidders may inspect the Bidding Documents at the addresses below from 9.00 hrs to 16.00 hrs during working days. A complete set of the bidding document may be purchased as from Thursday 29 January 2015 upon application either to the Director, Administrative & Legal Services, Mauritius Ports Authority, H. Bids will be opened in the Conference Room of the Mauritius Ports Authority on the same day at 13.45 hours, in the presence of bidders or their representatives who choose to attend. A pre-bid site visit has been scheduled on Friday 6 February 2015 at 13.00 hours. The meeting place is the Port Administration Building, Port Mathurin, Rodrigues. The MPA reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to the award of the Contract as per provision of section 39(1) of the Public Procurement Act 2006.
