INTRODUCTION

Agriculture sector is an integral part of the economy of our country. It is also a strategic

priority of other developing countries for balancing export deficits and ensuring food security.

To enhance and boost up agricultural production challenges of human resource development and

technology transfer play a preeminent role in achievement of objective. Technology transfer

means a "system under which various inter-related components of technology namely

“hardware” (materials such as a variety), “software” (technique, know-how, information), human

ware (human ability), “orgaware” (organizational, management aspects) and the final product

(including marketing) are rendered accessible to the end users”. The pace of technology transfer

can only be matched if the farming community is trained/ educated at the same speed. To

institutionalize this activity, RAEDC was incepted in 1991.

Regional Agricultural Economic Development Centre (RAEDC), Vehari has been

organizing courses, which result in capacity building of the officers of the department as well

which enhance the capabilities and skills of farmers, unemployed youth, women and labour class

particularly related with agriculture. The process involves need assessment of the target

populations, demand of the community, unfelt needs of new concepts and technologies.

Teaching methods, course contents and training material is very carefully selected with reference

to target audience. Teaching methods used in training courses generally involve lecture, field

visit, hands-on training, group discussions, brain storming sessions and case studies etc. During

the course, each trainee not only has the opportunity to share his experiences but also benefits

from the fellow trainees. RAEDC also organizes target groups seminars, workshops and

conferences to address agricultural problems in the area in collaboration with agricultural

oriented organizations. Trainings will help the participants in understanding/solving farmer’s

problems.

In service training programme, computer literacy programmes, seminars and urban women

trainings are conducted at campus where as farmers training programme and rural women

training programmes are conducted in villages (off campus). The priority has been assigned for

professional development of Agriculture scientist, Researcher, Agriculture practitioners and

farming community (small & medium farmers and farm manager of absentee land lord) in the

Punjab. Farmer’s problems arising off and on due to socio-economic and agro-climatic

conditions are addressed through human resource management for training to the farm managers.

Career development courses and other short term courses on management side are also the

need of the time and have been made mandatory for this institute besides computer literacy. This

is a continuous process for which the requisite facilities have been developed at the campus.

OBJECTIVES

To identify and analyze regional problems and offer solution through capacity

building opportunities.

To organize programmes for the development of activities and solution as “Rural

Income Augmentation is no longer a function of land, it is a function of mind”.

To stimulate and promote economic development of agriculture sector in the

Vehari region.

At the time of establishment of RAEDC, it was suggested that this new

organization should focus on the economic development of agricultural sector

through HRD in the Punjab province. The proposed Centre will be unique,

innovative and will serve as a model for the other provinces of Pakistan.

Eventually the Centre shall be made open for participants of friendly countries.

To diffuse and share agriculture innovation technology among serving agricultural

practitioners and farmers for management of agriculture knowledge economy

through adaptive synergistic organizational culture.

To develop human capital which is a precious commodity that plays a vital role

within organizations and contribute directly to the success or failure of any

organization

To organize hands-on training programmes for farmers, rural/urban women and

departmental staff in the overall farming systems perspective

To organize Career development Courses for new entrants (Officers/Officials) in

the agriculture department

ACHIEVEMENTS

Human Resource Development (HRD) Training Programme

The human recourse development (HRD) plays pivotal role in every organization

especially working for the socio-economic uplift of rural community. The goal of (HRD) is to

improve the performance of organization by maximizing the efficiency of performance of

employees by developing their knowledge, skills, actions, standards, motivations, attitudes and

working environment.

CAREER DEVELOPMENT PROGRAMMES

Career Development process does not end with the acceptance and joining of the

job but it continues through one’s entire work life. It is an important activity which frequently

upgrades the professional skills in order to stay abreast of job requirements, changes in their

fields and identify and re- evaluate their organizations goals. The objectives of this training is to

develop different skills in the Officers of the Agriculture Department. The following versatile

training courses were conducted for the officers of the agriculture department.

"PUBLIC PROCUREMENT MANAGEMENT" ON 10-07-2017

RAEDC successfully completed training regarding “Public Procurement Management (PPM)

”. The subject cited training was organized 10-07-2017 for capacity building of the DDOs of Agriculture

Department at Citrus Research Institute, Sargodha.

Resource Persons

The services of following resource persons were utilized for imparting trainings to the

participants. The trainees were familiarized with different important aspects of PPRA rules. The expert

The active participation of the officers made the training successful and succeeded to

instruct the motivation for better performance of their duties and to play operative role in agriculture

extension activities. The overall rating of the course as responded by the participants is good (45%

COMPUTER LITERACY PROGRAMMES

52th CERTIFICATE IN INFORMATION TECHNOLOGY (CIT) COURSE

FROM 01-06-2017 TO 25-08-2017

RAEDC successfully completed 52th

“Certificate in Information Technology (CIT)

Course” for the youth of farming community, which is the mandatory activity of this centre. The

subject cited course duration was twelve (12) weeks w.e.f 01-06-2017 To 25-08-2017. Eighty

Three (83) Participants were admitted in this course, which was divided into two groups due to

limited sitting capacity in RAEDC computer lab. Out of which seventy six (76) participants were

awarded the certificates. Rest of seven (07) participants were failed.

COURSE INCOME

Course fee @ 1800/- one thousand and eight hundreds only was charged from each

private candidate. Total amount of Rs: 149400 (one lac, fourty nine thousands & four hundreds

only) were deposited into Govt. treasury, vide Challan No.38 dated 12-06-2017,Challan No.39

dated 12-06-2017,Challan No. 134 dated 13-06-2017 and Challan No. 42 dated 14-07-2017

which was charged from Eighty Three (83) private candidates.

COURSE OUTLINE

The participants acquired skills on Computer Fundamental, Operating System Windows-

7, MS Word, Excel & PowerPoint, Urdu In-page, use of Internet & Mobile Apps.

RAEDC successfully completed 53rd

“Certificate in Information Technology (CIT)

Course” for the youth of farming community and employees of Agriculture Department, Govt. of

the Punjab which is the mandatory activity of this centre. The subject cited course duration was

three(03) moths w.e.f 28-08-2017 To 27-11-2017. Twenty nine (29) Participants were admitted in

this course. Out of which twenty eight (28) were private students and only one belongs to

Agriculture Department, Govt. of the Punjab. Only twenty six (26) participants were awarded the

certificates. Rest of three (03) participants was struck off due to poor attendance.

COURSE INCOME

Course fee @ 1800/- (one thousand and eight hundreds) only was charged from each

private candidate. Total amount of Rs: 50400/= (Fifty thousand & four hundreds only) were

deposited into Govt. treasury, vide Challan No.13 dated 31-08-2017,Challan No.85 dated 11-09-

Field Visits of Modern Tunnel Farms at Shatab Garh Mailsi (Nawaz Khan Khichi Tunnel

Farm), Mailsi Mouza Fida (Ch. Arshad Tunnel & Orchard Farm) and 176 W.B (Ch. Akhtar Tunnel Farm)

were made by the class .Where they practically observed the Modern Tunnel Farming from Land

Preparation to planting and practically participated in the process.


All the participants were provided with file folder for keeping stationery note, writing pad for

exercise and writing material was also provided.


Literature regarding the said course was distributed to all the participants.

Overall Evaluation

100 % participation of the farmers and the resource persons made the training successful and

succeeded to instruct the motivation for better performance of their duties and to play operative role in

agriculture extension/research activities. The overall rating of the course as responded by the participants

is very good.

1st CERTIFICATE IN PROFESSIONAL ACCOUNTING (CPA) COURSE

FROM 16-01-2017 TO 08-02-2018

RAEDC successfully completed 1st “Certificate In Professional Accounting (CPA)"

Course for the unemployed youth of farming community with the joint collaboration of Institute

of Accounting and Commerce of Pakistan (IACP) private Registered Institute. The subject cited

course duration was one year w.e.f 16-01-2017 To 08-02-2018. Twenty two (22) Participants were

admitted in this course.

Course Income

Course fee @ 500/- (Five hundreds) only was charged from each candidate to ensure

their interest & attendance. Total amount of Rs: 11000/= (eleven thousand only) were deposited

into Govt. treasury; vide Challan No.92 dated 25-07-2017 which was charged from twenty two

(22) candidates.

Ihsan, Junior Programme Coordinator briefed the participants regarding the activities of RAEDC and

Fresh Fruits & Vegetables is a desired need of almost all the human race. It has been observed

during field visits that a lot of resources of our poor farming community are spend in common sick and

ailments which can easily be avoided with proper nutrition and hygiene. Similarly, a lot of resources can

be saved with a proper know how of how to protect the food products from the deterioration and how to

enhance its shelf life, nutrition, usability marketing and palatability. Moreover, being a responsible family

member preservation and value addition of raw food products serves as a domestically acceptable

profession for women for income generation.

“LOW TUNNEL FARMING” DEMONSTRATION & TRAINING CORUSE FOR WOMEN

FROM 08-01-2018 TO 30-03-2018

Vegetables are the important source of our daily food and provide mineral vitamins proteins,

carbohydrates and create immunity against diseases in human beings. Because of these virtues, vegetables

are essential constituent of our daily food need. With a simple low tunnel, women can start plantation in

the fall and enjoy their first harvest by the time when vegetables available in market are high in price.

Low tunnels are basically mini green houses. They warm the soil and provide a temperature &micro-

climate for growing vegetables. Even though they may be snow on the ground, the temperature under the

low tunnel is often just right for growing cool season vegetables.

Low tunnels are ideals for the early production of many vegetables crops constructed by installing

6-foot wide sheets of plastic over wire hoops that are spaced about 6-foot apart. Generally, the cover is

left over the plants for 3-4 weeks. Low tunnels were used in conjunction with black plastic mulch for

control of weeds and enhanced soil temperature. Low tunnels are excellent for growing tomatoes,

peppers, cucumbers, melons and many other crops.

Keeping in view all these RAEDC with the collaboration of REEDS Pakistan Vehari conducted

low tunnel farming training in rural areas of district Vehari for women. The programme wasfrom08-01-

2018 TO 30-03-2018to grow vegetables on household scale and reduce the household expenses and to

promote kitchen gardening. For this purpose, ten villages of Vehari district were selected which were

Shemar, 224/E.B, 83/W.B, 85/W.B, 87/W.B, 66/W.B, 39/W.B, 45/W.B, 18/W.B and Masani Bagh

Vehari.

10 demonstration plots of low tunnels were installed and women were practically involved in

preparation of low tunnel and its management from sowing to picking. First orientation meeting was

conducted at RAEDC Campus where the women were theoretically told about low tunnel and benefits of

kitchen gardening. The 10 sites were selected where 8-10 M land was available and women were

interested in installing low tunnel. The joint team of RAEDC and REEDS approached the sites and

practically demonstrated the low tunnel and sowing of nursery. Chilies, tomatoes and sweet pepper were

selected for transplanting in low tunnels. The women were told about its care and requirements during

casual visits.

The financial liabilities of low tunnel were taken by REEDS where as technical and logistic

support was provided by RAEDC.

are essential constituent of our daily food need. The demand of vegetables is increasing day by day. Since

our population increasing rapidly, the daily need of vegetables & fruits is also increasing but are not fulfill

the Nutritional Requirements. So, It is need to provide a Organic Kitchen gardening training to fulfill the

health and nutritional values of the community. Organic Kitchen Gardening is the basic requirement of all

human beings to make a healthy body and brain. The increase in production of vegetables and fruits is not

matching the pace with increasing high ratio of population. This results in increased unhealthy and low

quality fruits and vegetables. For daily purpose and prices of vegetables also increasing on the same

speed which matches difficult for low income rural women to purchase vegetables from market. The

additional advantage of these household kitchen gardening is that the Vegetables produced on household

scale are fresh and free from residual effect of pesticides, sewerage water and other conventional

pollutants’.

Keeping in view all these RAEDC conducted kitchen gardening training at RAEDC, campus

Vehari for women from 06-02-2018 to 19-02-2018 to grow vegetables on household scale and reduce the

Milk contains valuable nutrients and offers a range of health benefits. However, milk recommends

several diseases and maintains the sufficient health of a human body. Milk is filled with nine (9) essential

Physical and mental freshness is the basic requirement of health and it is the step of beauty.

Health and beauty is a desired needs of almost all the human race particularly women. It has been

observed during field visits that a lot of resources of our poor farming community are spent in common

ailments which can easily be avoided with proper nutrition and hygiene. Similarly, a lot of resources

can be saved with a proper know how of how to maintain or improve health and beauty by adoption of

simple awarded the certificates among the successful participant tips and using proper Medicare at

domestic level. Moreover, being a beautician is a socially acceptable profession for women for income

generation.

Keeping in view all this, RAEDC has arranged 03-month course on “Health & Beauty Care”

FROM 23-10-2017 to 16-02-2018

Cotton is the major export commodity of Pakistan. Clothing and dress making is the main

utility and value addition of cotton. Tailoring and dress designing is an important profession, with the

passage of time new trends and designs are added in it. To make it a more profitable business, RAEDC

educates new trends, modern designs and marketing skills so that the women can earn satisfactory income

for their family. With the help of their family members, the women can establish a good business and

contribute in the income of the family.

Keeping in view all this, RAEDC has arranged 04-month course on “Tailoring & Dress

Designing” which was successfully completed from 23-10-2017 to 16-02--2018. The schedule of the said

course is attached herewith.

Training Venue:-

The training venue was at Moza Muradabad, District Muzaffar Garh, a Mango Orchard owned by

Lateef-ur-Rehman. The meeting started with the recitation of the Holy Quran By Mr. Waheed-ur-

Rehman. Mr. Irfan Yaqoob Course Coordinator briefed the participants. 16 farmers activity in the training

Training Venue:-

There is a cluster of rose growers in District Vehari centered at Tibba Sultanpur. RAEDC

arranged a delegation of flowers growers to visit floriculture department UAF and attend an international

training managed by UAF The training venue was at University of Agriculture Faisalabad (UAF)

Directorate of Horticultural Sciences in Agricultural faculty .It started with the recitation from the Holy

Quran. Undersigned as the Course Coordinator made the necessary arrangement of the training session of

the farmers of Tibba Sultan Pur with Dr. Iftikhar Ahmad, Institute of Horticultural Sciences, UAF and

briefed the participants to increase their income by value addition and increasing the shelf life of Modern

Floriculture produce. Ten (10) progressive farmers participated in this floriculture activity. This was the

high level training session addressed by foreign experts.

A comprehensive training was imparted regarding “Modern Floriculture Production”. Course

SEMINAR ON "WORLD FOOD DAY" DATED 16-10-2017

It is no doubt that global health, climate change, drought and hunger are challenging issues that

will impact and forever transform the lives of future generation. We have the global responsibility to

work together, share information and lift each other up as we resolve these issues because “No Food No

Life”. A large proportion of population is suffering from the condition of malnutrition and food

insecurity. Thirty four percent (34%) children are under weight, 44% have stunt growth, 62% are iron

deficient, 64% population of Pakistan has Vitamin A deficiency and 69% have deficiency of Vitamin D.

To overcome these challenges Govt. of the Punjab has planned out a strategy by the engaging different

sectors. Food security and safety are approaching global challenges and most of the developing states

including Pakistan, are struggling to address them with their resource and policy capacity. Punjab being

the most populous province of Pakistan has taken an array of development, governance and policy

initiative to make the province food secure, safe and self-sufficient.

The seminar was organized with the collaboration of Food Department on 16-10-2017 at RAEDC

conference hall. Ali Akbar Bhatti Deputy Commissioner, Vehari was the Chief Guest of the said seminar.

Fahad Ihsan, Junior Programme Coordinator briefed the participants regarding the importance of the

programme. A walk was also organized at end of the programme.

The seminar was scheduled according to the annual training programme 2017-18 on "Wheat

Production Technology" dated 29-11-2017. Fahad Ihsan, Junior Programme Coordinator briefed the

participants regarding the activities of RAEDC and training as well importance of such programmes in

RAEDC established research collaboration with COMSATS Vehari and a trial on

"Assessing the Impact of Climate Change on Wheat & Cotton Grown Under Different Types of

Soils in Various Agro Environmental Conditions of Southern Punjab-Pakistan Using Crop

Simulation Models" was conducted during Rabi season 2017-18 at RAEDC farm area.
