Problem Statement

• Maintaining the cadre is done by periodical filling up of employee vacancies, updating the seniority lists, makingentries in the service registers, etc.. Office orders are to

be issued regularly for various matters like promotions,transfers, etc. after getting the approval of thecompetent authority.

• Preparation of office orders for new appointments,

promotions, reversions and transfers, officiatingarrangements, suspensions, deputations, DAR, fixationof pay and allowances, acceptance of resignations etc.

Problem statement• career events such as confirmation, officiating

arrangement, assured career promotions, Medical de-categorization / change of category, Transfers withinRailway and to outside Railway, deputation, cessation of service.

• Fixation and re-fixation of pays due to pay commission.• Maintenance of service records, seniority, reservation

rosters.• Cadre control covering book-of-sanctions, man-power

resource planning, creation of posts and vacancy bank.• Settlements: automatic issue of retirement advises,

calculation of various retirement benefits includingrecoveries due.

Existing System

• Cadre management is initially UNIFY RDBMS was usedbut now the entire working is upgraded to OracleRDBMS.

•  At present ICF is having a Computer Centre, which isprocessing the data emanating from various userdepartments and sending the various statements to theuser departments.

• The data is received in various formats from userdepartments and entered manually in Computer Centre.

Limitations

• Though all the software currently being used at ICF arein built, they are not compatible with the recentlydeveloped software.

• There is lack of integration between the departments.Information is being stored at different places. This maylead to data redundancy also.

• It is very difficult for an employee to access any

information.• There is a time delay in retrieving the required

information.

Proposed System

• Cadre management is to be developed in jsp.

•  Advantages:

•  Access to high volumes of data.

• To make the right information available at the right time.
