In an effort to keep costs down from the proposed 15 dollars per vaccine, PAWS recently announced we would be running this year’s Plaquemines Parish Rabies Drive happening across the parish on March 19th and 20th. PAWS is offering rabies vaccines for five dollars this year, whereas in years past they have been free. In order for us to provide this critical service to the community at such a low cost, some clinic times are shorter than in previous years and the furthest location south is Buras, rather than Bootheville/Venice. Understandably, these announcements were met with some concerns from the community. We hear these concerns and would like to explain why these changes are taking place. First and foremost, everyone is feeling the effects of the low oil prices. Residents are seeing their income slashed, Animal Control is seeing people surrender animals because they are unable to care for them, and the parish is seeing new budget restrictions. In past years, the Annual Rabies Drive has been fully funded by the parish. This year it was clear the parish would not be able to provide the rabies vaccines for free. One option to offset the expense of running the drive was charging 15 dollars per vaccine, which is what both Orleans and Jefferson parishes charge. PAWS was confident we could offer the vaccines for less than the 15 dollar fee, but free would financially be impossible. The parish agreed to let us run the event this year to save both the residents and the parish money. In order to put on the drive PAWS has to pay for the vaccinations, multiple veterinarians and veterinary technicians to assist the vets and, pay staff to implement the events. As a non-profit it is not possible for us to offer the vaccinations for free. We believe we can cover costs for the drive without taking a financial hit by offering the rabies vaccines for five dollars and supplementing the extensive staffing needed with volunteers. Of course, running the drive at more locations equals more cost. Based on the records of past participation we had to plan the number of locations where we could serve the most residents. This was determined through estimating income based on the amount of vaccines purchased for five dollars and the total expense for staffing. We determined we could support five total locations and based the times and locations off of participation in years past. Some residents will have to drive up to 15 miles to get to a location. We understand that this is an unexpected inconvenience for some but are hopeful people will continue to get this necessary care for their animals. We will be giving out goodie bags of pet food and coupons to the PAWS Clinic, while supplies last, to help offset the five dollar cost and encourage residents to come out early. Hope all is well and you have all been crafting away. I have been making a lot of plans for upcoming craft shows but really haven’t been doing a whole lot of crafting. We have decided to pass on the spring shows, for now and focus on the Fall and Winter shows. I am really excited that O.L.P.H. has decided to have a Craft Fair this year in October! It will be in conjunction with the O.L.P.H. School and Church Fair. The Craft Fair will be on Sunday. I am so excited about this that I have already reserved a spot! I can hardly wait!!!! Choosing what to make is top priority. And I think I better get Ronnie to start cutting wood before I change my mind on some really cute ornaments. If there are any crafters out there who would like to be a part of O.L.P.H.’s first Craft Fair, you can email me and I will gladly give you the info. you need (I don’t have permission from the chairperson to put her name in my column). But I can email you the application she sent me. I promise, you will have a great time just being there!

Okay, let me tell you a little something about what I have done for today. Things have been really crazy and to be honest, time just kind of crept up on me. I was worried about my sisters, and 3 nieces who lived on the North Shore and what they were going thru and honestly, crafting was not on my mind. When I finally checked my emails, there was the reminder, my column was due. I had no no idea what I was going do. I gotten in some pattern packets of bunnies that I wanted to paint for my granddaughter and our great nieces and great nephews for Easter. Only problem, Ronnie never had a chance to cut the wood I needed. Well, that’s okay because I could paint it on just about anything. I went digging in the craft room and found a “Star”. So, I decided to put one of the Ginger Bunnies on it. I don’t think it came out too bad for a rush job. What do you think? This is a Pamela House design, another of my favorite artists. She designs the cutest ornaments!

with higher gunnels. They had yellowfin in mind but the once hot east side is about done and tuna that are left are moving out.

Saturday morning was beautiful. It seemed like every boat in La. was at the marinas. There was some kind of a redfish tournament going on to add to the mess. On the way out the fleet of boats in front of us and the ones behind us had me go in another direction looking for some blackfin or other fish besides the maybe 1 good yellowfin. There were a lot of boats already out and the chatter on the radio did not sound good. the chatter on the radio was thick with sharks and kingfish. Over 70 boats on the tuna grounds and every other place I went had another 4 to 6 boats there also.

Our first attempt was for blackfin tuna. That was not happening. We only made 4 drifts and lost one but it was too slow. They were there but not chewing. Add was looking for some meat in the box. We moved on looking for some amberjack. There was no way we could get through the red snapper.

We also picked up our 6 red snapper and headed for the barn to clean a cart full of fish. Dock side catches were mixed at Cypress Cove Marina.

All of these had to go back because we were still in federal waters. Only one of the many we caught floated and watching this fish struggling to survive, knowing it was going to die, brought up the discussion of the ridiculous grip the federal government has on the red snapper that they say are so badly overfished. It was close to noon and we still had clean ice. The amberjack and blackfin were not being nice to us today.

I made a move into shallower state waters to get some of the ice bloody. The family has to eat. I had some flat fall jigs to try out. Once we found a wreck we started jigging with them. These produced some nice scamp grouper.

Day 2 was a lot different. We met at Cypress Cove Marina around 5:30 and drove by vehicle to Venice Marina for breakfast. No rush today as the fog was very thick. It was almost 7:00 before we left the dock I took the boat down the river and Add observed how I ran the boat with the electronics and the radio. Radar was a must today. This was his first time in conditions like this. To say he was up tight was an understatement. Our goal was to go for amberjack first. On our first drop we hook up to a 45-50 pounder. Great start.

Things went down hill from there. We already had a late start making the day on the water shorter. The new size limits for amberjack went from 31 inches to 34 inches this year and all we were catching were right in that size that would have been good last year. We could have been done in a short while but it took us till noon just to get 3 keepers in the boat. In our search for the amberjack we tried the flat fall jigs. The current would not allow them to get down past the jack cevalle.

We were a good hour from the state waters we wanted to fish so we decided to head there, get our snapper, and call it in case we had some afternoon fog on the way in. It was hazy out there which gives us an indication of a fog possibility on the way in.

We found our snapper as well as a beeliner and a scamp for the box before heading in. Over all it was a good 2 days out there.

They liked the flat fall jigs as we picked up 8 of them for the box.

Marty and Sandra from Nashville came down to Venice last week to partake in the fishing they had heard so much about. We were fortunate to have a sunny day with extremely calm water! The fish cooperated and it didn’t take us very long to catch our limits of slot reds plus a few big Bulls for release! The big ole black drum had to get in on the action also and the Capt. got to catch one as well.

Louisiana Department of Wildlife and Fisheries enforcement agents have currently rescued a total of 777 people, 120 dogs and six cats to date due to the flooding in Louisiana.

On March 13 agents rescued nine people and five dogs including three people and five dogs in Grant Parish, three people in Natchitoches Parish, two people in Allen Parish and one person in Ouachita Parish. Agents rescued 103 people, 43 dogs and two cats on March 12. Those totals include 38 people and 11 dogs in Tangipahoa Parish, 21 people and seven dogs in Washington Parish, 18 people and seven dogs in St. Tammany Parish, 11 people and four dogs in Livingston Parish, six people, 11 dogs and two cats in Beauregard Parish, five people in West Carrol Parish, two people and three dogs in Webster Parish and two people in Morehouse Parish. Agents are also investigating a boating fatality that occurred on March 12 in Natchitoches Parish around 8 p.m. According to the two survivors, there were three men in their own boat returning to a flooded house to remove furniture near the south end of Black Lake. On their way back on flooded Hwy. 1226 the boat’s bow rope was in the water and got tangled in the prop, which then stalled the motor. While the motor was stalled they took on water and Harold Worsham, 78, of the Saline Bayou area, went overboard and never surfaced. Worsham was not wearing a personal flotation device. His body was recovered later that night and turned over to the Natchitoches Parish Coroner’s Office.

LDWF is strongly encouraging evacuees to not return to their homes until the flood waters have fallen and conditions allow due to extremely unsafe conditions that are caused by rising and receding flood waters.

On the morning of March 11 agents rescued 303 people, 31 dogs and two cats. Those totals include 209 people, 13 dogs and one cat in Tangipahoa Parish, 47 people and 11 dogs in St. Tammany Parish, 18 people, six dogs and one cat in Washington Parish, 12 people in Caddo Parish, six people in Richland Parish, five people in Morehouse Parish, three people in West Carroll Parish, two people in Ouachita Parish and one person and one dog in Livingston Parish.

On March 10 agents rescued 199 people and 21 dogs. Those totals include 50 people in Ouachita Parish, 46 people and 13 dogs in Caddo Parish, 27 people in Vernon Parish, 19 people in Bossier Parish, 19 people in Richland Parish, 15 people and six dogs in Morehouse Parish, nine people in Bienville Parish, six people in Grant Parish, four people and two dogs in West Carroll Parish, two people in LaSalle Parish and two people in Sabine Parish.

On March 9 agents rescued 72 people including 36 people in Ouachita Parish, 32 people in Webster Parish and four in Morehouse Parish. Agents also rescued five people on the night of March 8 in Webster Parish. Agents will remain on alert and be ready for further search and rescue activities until the flood waters recede.

It’s an epidemic of crassness, rudeness and social bullying that personifies this presidential race. Case in point is the disruption of the Chicago rally for billionaire and businessman Donald Trump last week. Some compared it to the 1968 Democratic Convention in the Windy City but the comparisons don’t add up. In 1968, a post-World War Two generation

of young folk, tired of being put on a shelf by their elders, tired of true inequality and fed up with what this country considered waging war with two no-win conflicts in Korea and Vietnam, joined with a handful of professional protesters to voice their concerns. The Democrats at the time were the party of the status quo, getting ready to ramrod Minnesotan Hubert H. Humphrey as their candidate for the presidency in a city run by Mayor Richard Daley, perhaps the most powerful Mayor this country had ever seen. The protesters were later memorialized by the Graham Nash anthem, “Chicago” (We Can Change the World) following the riots and Chicago 7 trial that summer. You might not have been an Abbie Hoffman or Bobby Seal fan but the visceral appeal of actually seeing your parents beginning to realize that the world was changing and your generation would have a role in it was overwhelming.

Those who remember the summer of 1968 remember it as a watershed season, preceding Altamonte, Woodstock, Kent State and the sea change in popular music, both with new artists and groups and with the songs from established stars like the Beatles, the Rolling Stones and Elvis. It was, in a summer, a major shift in the American psyche among those of us under the age of 30 and the beginnings of generational understanding for those over 30 between the war babies and early Baby Boomers. Last week’s Chicago protest was a joke, a copout by a city and a candidate not willing to stand up for the right to express themselves. Fear rules our so-called leaders and leaders-to-be. Is this what we’ve been reduced to? It’s bad enough that most of our candidates are childish and without substance, facing indictments, charges of misdeeds and with little of what the parties used to call planks in their platform on which their candidates were standing. Today, there are no platforms…..just selfies, Facebook and emotional verbiage. Too often the candidates dress like they’re at a casual party to show us what regular folks they are or dress poorly because they apparently don’t feel that appearances are that important. None of them evoke memories of JFK or Ronald Reagan, appearance-wise.

As in 1968, our nation is fed up - this time with both major political parties who obviously are in bed with each other. That emotional charge has neutralized candidates of measured recourse by eliminating them in the primaries or creating an atmosphere where their relatively calmness and professional demeanor might be trampled by the undisciplined masses. So they sit on the sidelines as we listen to discourse which would make our forefathers blush or bluster with indignation. And in November, we might get what many of our enemies think we so richly deserve - a non-presidential President - a dreamer, bully, criminal, uninformed egomaniac - one or many, take your choice, either party. It will be a time of nervousness for most citizens, to see what this country’s choice can do and will do….and what, if any, difference it will make in our relationships with ourselves, our friends and our enemies.

Once we feared 1984 as the year of a complete Communistic takeover around the globe. 32 years later, we’re much closer to that 1984 scenario than we’d like to imagine. Our Pollyanna course of a double standard in conducting our affairs has emboldened our enemies and critics to the point that communities like Dearborn, Michigan can mock this country and we accept it because we are afraid not to. Nancy Reagan’s most famous three words were “Just Say No”, a reference to not using drugs. Without those words, our drug epidemic would be even greater than it is. What we need to do as a nation is to dust those three words off and direct them towards those activists who have no real skin in their game of making us tremble. Get a backbone, get a pair, get a point of view. Grow up or wither and die. Our enemies are poisoning the well every day. Let’s dig another well of freedom and respect our differences without rancor. And kick the bastards to the curb.

With all of the rainfall received in southeast Louisiana this past week, be on the lookout for brown patch disease in your lawn. The greening up phase of our lawn grasses is one of the most important throughout the whole growing season. These grasses were dormant during the winter months and will now start to continue growing. Brown patch disease is prevalent in both the spring and the fall. It loves warm days, cool days, and an abundance of water. It will show up as large circles

of yellow turf that eventually turn brown. It does not kill the grass but rather attacks the foliage causing plant stress. If left untreated, this disease can spread rapidly throughout the entire lawn.

The best treatment is obtained through the use of granular type fungicides. There are several different active ingredients available at garden centers that are labeled to control this disease. Timing is critical. Apply fungicides at first sign of yellow circles. Treat the entire yard to contain the disease and to keep it from spreading. If this disease has been an annual problem in your yard, it may be advisable to apply treatments on a preventative schedule.

Azalea Care and MaintenanceIt is the time of year for the azalea bush. Azaleas flower buds are starting to swell and some have already started blooming. Take this time to not only enjoy the display but to also plan your maintenance strategy for the oncoming growing season.

Like all other spring blooming shrubs including gardenia, indian hawthorn, and viburnum, azaleas should be pruned after they finish flowering. These early spring bloomers set their flower buds for next year during the summer months. If pruned too late in the year, the flowering schedule will be disrupted. You may remove anywhere from 1/3 to 1/2 of the plant at this time. Once finished apply a general use fertilizer and water it in thoroughly. Inspect the plants throughout the growing season. Azalea lacebugs can be a serious issue during the heat of the summer. They can easily be avoided with an application of a systemic insecticide in the spring. Spider mites and scale issues can also arise. They are best treated using soaps and oils. Late in the fall, red headed azalea caterpillars can completely defoliate the bush. Look to use spinosad

or Bt (Bacilius thuringiensis) to provide good control. The best advice is to be observant

Raised beds and containers make use of small spacesSometimes we don’t always have a large backyard or big field to grow fresh vegetables at home. That doesn’t mean that it can’t be done. Raised bed gardening has grown in popularity over the past ten years. Their small size and ease of construction make them appealing to many gardeners short on space.

The depth of a raised should be deep enough to provide for a good root system. I recommend 12 inches but you can get away 8 inches. Keep the width of your bed to 4-5 feet. You should easily be able to work the bed from both sides without having to step inside. The length depends on the space you have. The most common size I see are 4 ft X 8ft. You can use any type of material to build a raised bed. Some common examples are landscape timbers and reclaimed wood, but I recommend using treated 2 X 12 boards for their size and ability to resist decay. Do not worry about using treated wood. Back in 2003 the EPA banned the use of wood treatments containing arsenic, a decision made by industry leaders back in the 1990s.

Containers are another alternative to small spaces and like raised beds any container will do. The key here is to make sure you have drainage holes in the bottom. An old 5 gallon bucket can support a makes a nice home for a tomato or eggplant. You can also look into growing in Earthboxes. They provide a moisture wicking system to help with watering. These planters are very user friendly and are meant to maximize small spaces. They can be found at your local nursery or garden center.

Gov. John Bel Edwards has appointed John “Zero” Roussel of Gonzales, LA to the Gulf States Marine Fisheries Commission (GSMFC). The Gulf States Marine Fisheries Commission (GSMFC) consists of the fi ve Gulf of Mexico coastal states (Texas, Louisiana, Mississippi, Alabama, and Florida) and was established by a federal compact signed by representatives of the Governors of the fi ve Gulf States in 1949. Its principal objective is the conservation, development, and full utilization of the state fi shery resources of the Gulf of Mexico, to provide food, employment, income, and recreation to the people of the United States. “As a former Assistant Secretary and Fisheries Biologist of the Louisiana Department of Wildlife and Fisheries, Mr. Roussel will be a valuable asset for Louisiana on the Gulf States Marine Fisheries Commission”, said LDWF Secretary Charlie Melancon. “John was one of the most respected state fi shery directors in the country, and his integrity is above reproach.”Roussel began his distinguished career at the LDWF Lyle St. Amant Marine Laboratory on Grand Terre Island near Grand Isle. He advanced up through the agency to head the Marine Fisheries Division for many years before being appointed the Assistant Secretary of Fisheries under the administration of Governor Mike Foster. As Assistant Secretary of Fisheries at LDWF, John Roussel was instrumental in establishing a federal program that provided recovery assistance for the Gulf coast fi sheries in the wake of hurricanes Katrina and Rita. These funds ensured the recovery of a devastated fi shing industry following the hurricanes and that recovery model was utilized again after the BP oil spill.The GSMFC is comprised of fi fteen commissioners, three from each of the fi ve Gulf States, who work to set policy, approve GSMFC’s budget and provide direction for GSMFC activities. Of these voting members, one-third are appointed by the state legislatures, one-third are private citizens with a knowledge of and interest in marine fi sheries who are appointed by the states’ governors, and the remaining third are state fi shery resource agency directors. Mr. Roussel has been appointed to represent the ‘private citizen’ seat for Louisiana. Senator Brett Allain (R-New Iberia) will serve as the Legislative appointment and LDWF Secretary Charlie Melancon will represent the state. Mr. Roussel’s appointment is effective immediately.

It is not contagious to dogs or humans, but it is contagious to other cats. The life expectancy is one to three years, longer if they are in a home. Chester is such a love!
