HistoriqueCréé en mars 1989,le Programme a été placé,dès l’origine, sous laresponsabilité du Centred’analyse et de prévision.
Public viséSont concernées de jeunespersonnalités étrangères(25-40 ans), en début de carrière,connaissant mal ou pas du toutla France. Élus ou responsablespolitiques, hauts fonctionnaires,universitaires, représentantsde la société civile, cespersonnalités sont appelées àexercer une influence croissantedans les affaires de leur pays etle cas échéant, dans les relationsde celui-ci avec la France.
Pays représentésAu-delà d’une représentationdiversifiée par continent,le Programme vise, en fonctionde l’évolution de la situationinternationale, des régionsprioritaires (Union européenneet pays d’Europe, Afriquesubsaharienne, Proche-Orient…)tout en maintenant les invitationsen provenance de « grands » payspartenaires de la France(Allemagne, États-Unis, Chine,Inde, Russie…).
ObjectifsLe Programme vise à apporterà ces futures élites uneconnaissance réelle de la France,fondée sur des contactsprofessionnels correspondantà leurs activités et à leurs centresd’intérêt ; il tend à favoriser leséchanges et la création de liensprivilégiés avec notre pays.
Fonctionnement� À partir des thèmes suggéréspar l’invité (les institutions,les relations internationales, la viepolitique, les questions socialeset économiques, etc.), un séjourd’études personnalisé, professionnel,non officiel, est organisé.D’une durée de huit à dix joursen moyenne, il comprend desentretiens diversifiés, des visites deterrain tant à Paris qu’en provinceainsi que des activités culturelles.
� Des séjours thématiques surdes grands sujets d’actualité(politique intérieure, débats desociété, questions internationales),à l’intention de délégationsnationales ou multinationales,peuvent être organisés.
Ces liens privilégiés ont vocationà être pérennisés afin deconstituer un véritable réseaudes personnalités bénéficiairesdu Programme.
Équipe� La gestion du Programme(élaboration des programmesd’études par invité(s), coordinationavec les postes, suivi de carrière)est assurée par le Centre d’analyseet de prévision.� Le volet logistique (hôtel,interprétation, déplacementsà Paris et en province, visitestouristiques et culturelles) estconfié à Egide-Centre françaispour l’accueil et les échangesinternationaux.

How it works� The Program organizes visitsof eight to ten days on averagethat include unofficial, professionalcustomized studies based onthe topic participants themselvessuggest, ranging from institutions,international relations, politicallife, to social and economic issues.Visits include varied meetingsand field trips, both in Parisand in the province, as well ascultural activities.
� The Program integrates thesevisits into the larger context oftheme-based visits on major currentevents such as domestic politics,social debates and internationalissues, organised for nationaland multinational delegations.

Our team� The Policy Planning Staff’sunit manages the Program,including the design of eachparticipant’s programme ofstudies, the coordination withthe posts, and the trackingof participants’ careers.� Egide, the French Centre forInternational Exchange Programs,has been entrusted with thelogistics, including makingarrangements for the hotel,interpreters, trips around Parisand in the province, touristand cultural trips.

BackgroundCreated in 1989, the Program-called “Programme d’invitationdes personnalités d’avenir”in French- was placed, fromthe time of its inception, underthe responsibility of the PolicyPlanning Staff (Centre d’analyseet de prévision) of the FrenchMinistry of Foreign Affairs.
Target populationThe Program selects youngprominent personalities rangingfrom 25 to 40 years of age fromall over the world who are juststarting their career. The Programfocuses on elected officials orpoliticians, top officials, academicsor representatives from civil societywho have spent little or no timein France, and who have a growinginfluence on their country’s affairsand at times, on their country’srelations with France.
Countries involvedApart from seeking diverserepresentation from everycontinent, the Program targetssuch priority regions as the UnionEuropean and European countries,sub-Saharan Africa and the MiddleEast, depending on thedevelopments in the internationalarena. Yet it also continues to hostparticipants from such majorpartners of France as Germany,the United States, China, Indiaand Russia.
GoalsThe Program provides future eliteswith a real knowledge of France,based on contact with peoplein their professional fields andareas of interests. It also fostersthe exchange of ideas and enableparticipants to forge specialrelationships with France. ©
